Summary of the contracting process

Cyngor Sir Ceredigion County Council, acting for the Ceredigion Local Nature Partnership, procured construction and installation works for two wildlife towers in Ceredigion. The first tower is to be built in Aberystwyth, with the requirement covering construction through to completion of both structures. The towers are intended to provide habitat for priority species including bats, barn owls, kestrels, little owls and invertebrates. This is an environmental construction project supporting biodiversity and sustainable environmental design. The work falls within complete or partial construction and civil engineering, environmental rehabilitation and endangered-species protection. The requirement is classified as works and is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Delivery is within Ceredigion, including Aberystwyth.

The procurement is complete and was awarded following a below-threshold open competition. Four bids reached the final stage, all from SMEs. Ellis D+B Ltd was awarded the contract on 7 September 2026 for £60,775.68 excluding VAT, or £72,930.79 including VAT. The awarded contract period runs from 5 October 2026 to 5 February 2027, with signature scheduled by 28 September 2026. Bids were evaluated on technical quality, weighted at 40%, and commercial cost, weighted at 60%. The original tender stated that the project was estimated to be completed by 31 December 2026. Electronic submission was allowed. The procurement was below the applicable threshold and comprised one lot covering both wildlife towers and the associated construction and installation works.

This award demonstrates demand from Ceredigion County Council for specialist environmental construction combining structural delivery with habitat creation. A credible future supplier would need the capability and experience to design or construct high-quality wildlife structures and manage installation through to completion, while understanding habitat requirements for bats, owls, kestrels and invertebrates. Strong technical evidence matters because quality accounted for 40% of the evaluation. Suppliers should also be able to offer competitive commercial pricing, since cost carried the larger 60% weighting. The buyer preferred contractors able to demonstrate use of reclaimed, recycled and locally sourced materials, alongside practical measures to minimise environmental impact. The requirement attracted four final-stage bids, indicating competition from SME contractors in this market.
