Summary of the contracting process

The Pension Protection Fund is procuring a single specialist design agency to strengthen the impact of its communications and work alongside its in-house teams. The services cover design, production and project management for print and digital communications, including photographic imagery and collateral for social media campaigns. The appointed agency will work within the PPF’s existing brand and design guidelines, with scope for a gradual evolution of the brand over the contract. This is a design consultancy services requirement, covering communications activity delivered across the United Kingdom. It suits an agency able to provide integrated creative, production and project management support rather than a supplier offering only one design discipline.

The procurement has reached tender: the buyer invited offers through a three-stage Competitive Flexible Procedure. Stage 1 assesses conditions of participation through a supplier questionnaire and creates a shortlist; shortlisted suppliers then submit tenders at Stage 2, with clarification and negotiation where needed, before selected highest-scoring suppliers give presentations at Stage 3. Expressions of interest are due by 4 September 2026 at 14:00, enquiries close on 27 August 2026 at 12:00, and the planned award decision date is 13 November 2026. The initial contract runs from 4 January 2027 to 3 January 2030, with optional extensions to 3 January 2032. The estimated maximum value is £1,600,000 including VAT over five years. Evaluation is 75% technical quality and 25% commercial price.

This opportunity is suited to an SME design agency with established capability across print and digital communications, photographic content, social media collateral, production and project management. Suppliers should be able to deliver work in partnership with internal communications teams and apply an existing brand and design system consistently, while supporting its considered development over time. The three-stage process favours organisations able to demonstrate eligibility and capability at the participation stage, develop a detailed tender response, engage constructively in clarification or negotiation, and present their proposals to the buyer. Agencies with broad in-house or managed creative, production and account-management capacity will be better placed than businesses focused on isolated design tasks.

Notice Title

Design Agency Services

Notice Description

We will be appointing a single service provider to deliver Design Agency Services. The contract will be for an initial term of 3 (three) years with optional extensions to take the maximum possible term to 5 (five) years. The PPF is seeking to strengthen the impact of its communications through the appointment of a specialist external design agency. The agency will work in line with our communications strategy and in partnership with our in-house teams. The successful agency will provide design, production and project management services across print and digital communications, including photographic imagery and collateral to support social media campaigns. The agency will be expected to work within our current brand and design guidelines. We are not currently planning a significant overhaul to our brand guidelines, but possibly a gentle evolution over a three-year period. The total estimated contract value for the purpose of this notice has been calculated as a range between PS1,400,000 and PS1,600,000 including VAT over the maximum contract term of 5 years. The PPF's requirements may evolve over the duration of the contract, potentially creating a need for additional design agency services. This may lead to price revisions in the contract value, though the extent of these additional services are not guaranteed. In the event of a major rebranding initiative, may necessitate an amendment to the overall contract value. However, this known, unknown value cannot be predicted at this stage. The total maximum contract value has been given at the upper range for the purpose of this notice.

Planning Information

This is not a call for competition. This notice is intended to alert potential suppliers of the opportunity to take part in the pre-market engagement for the PPF's Design Agency re-procurement and direct them to a short questionnaire as part of our pre-tender market engagement. The PPF's contract for Design Agency services is set to expire 01 January 2027. We are seeking to engage PR agencies to assist us in exploring our options. The Request for Information (RFI) engagement will be conducted on the PPFs e-procurement portal at: https://ppf.bravosolution.co.uk/web/login.html This RFI will provide feedback and evidence to support the procurement strategy.
