Summary of the contracting process

Perranzabuloe Parish Council is procuring commercial property portfolio management services. The appointed provider will manage, administer and oversee the Council’s property portfolio, including day-to-day landlord responsibilities and management of the commercial tenant operating the Watering Hole. The work also includes liaison on associated events such as Tunes in the Dunes and Bands in the Sands. The service is intended to protect the Council’s interests, maintain compliance and positive relationships with tenants, event organisers, contractors and other stakeholders, while supporting effective management of its commercial assets. This is a property management services requirement, including commercial tenancy and event-related compliance oversight, delivered for the Council’s property interests in and around Perranporth and the wider areas covered by its portfolio.

Strong candidates will be able to manage landlord and tenant relationships, lease obligations, rent matters, disputes, renewals and negotiations, while monitoring statutory and property compliance. The service requires proactive inspections, reporting, record keeping, maintenance and improvement planning, contractor and consultant coordination, risk reduction and advice to support asset performance and value. Suppliers should provide an experienced day-to-day team, sufficient capacity, continuity arrangements and access to specialist legal, surveying, property, compliance or maintenance expertise. Experience with local authorities, governance and committee-based decisions would be advantageous. Relevant event compliance experience is also important, including licences, risk management, stakeholder coordination and independent oversight of public-facing events.
