Summary of the contracting process

The Office of Rail and Road (ORR) is conducting an open tender process to appoint a consultancy provider for a GBR Integration Study, aimed at evaluating integration opportunities stemming from the creation of Great British Railways. This procurement, categorised under business and management consultancy services, is at the Tender stage and invites electronic submissions until 29th July 2026. The project, valued at £110,000, will take place within the United Kingdom. The initiative seeks consultancy to identify and assess efficiency and revenue generation improvements, with a subsequent contract period commencing on 10th August 2026 and ending on 31st March 2027. Potential suppliers can find detailed bidding documents online.

This tender presents a significant opportunity for consultancies, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), to contribute to a pivotal rail reform project while enhancing their portfolio with a government contract. Businesses with expertise in rail operations and strategy evaluation, possessing a strong methodology and rich experience in similar consultancy projects, would be well-suited to compete. The contract will be awarded based on the most advantageous combination of quality and price, with an emphasis on innovative delivery approaches and proven track records. This project not only offers financial growth but also the chance to play a transformative role in the future of the UK's rail industry.
