Summary of the contracting process

The London Borough of Hillingdon is procuring boiler plantroom refurbishment works at Colley House in Uxbridge. The requirement is to replace the existing communal boiler plant and associated heating infrastructure, creating a fully operational heating and hot water system. The works include new mechanical and electrical services, gas infrastructure and safety systems, Trend building management controls, plantroom ventilation, water treatment and pressurisation equipment, and replacement of 84 heat interface units in occupied homes. The contractor must also remove redundant equipment, carry out associated builders’ works, provide testing, commissioning, certification and documentation, and supply temporary 3kW fan or oil heaters if required during an emergency loss of plantroom equipment. Resident liaison, supervision, labour, materials, equipment and temporary works are included.

The procurement has reached tender: Hillingdon invited offers through a below-threshold open competition, with electronic submission allowed through the council’s tender portal. The submission deadline was 10 August 2026 at 12 noon, following an extension. This is one lot, with an estimated value of £300,000 excluding VAT (£360,000 including VAT). The contract is planned to run from 1 March 2027 to 1 September 2027. Bids are evaluated 50% on price and 50% on quality. The resulting contract will use the JCT 2024 Minor Works Contract with Contractor’s Design. The works must comply with current Building Regulations, British Standards, Gas Safety Regulations, CIBSE guidance, manufacturers’ recommendations and other statutory requirements.

This opportunity suits established boiler and heating contractors able to manage a complete communal plantroom refurbishment rather than a single installation task. Relevant capability includes boiler replacement, commercial gas infrastructure and safety systems, mechanical and electrical services, Trend building management controls, ventilation, water treatment, pressurisation and heat interface unit replacement. Suppliers should be able to coordinate builders’ works, testing, commissioning, certification and technical documentation, while maintaining safe service delivery in occupied dwellings. The requirement also calls for resident liaison and the ability to provide temporary heating equipment during an emergency loss of plantroom capacity. Contractors need sufficient labour, plant, equipment, supervision and temporary works capability, together with experience delivering work to statutory, British Standard, CIBSE and manufacturer requirements. Small and medium-sized enterprises are identified as suitable.
