Summary of the contracting process

This procurement process, led by Town and Country Housing, is currently in the planning stage for a project titled "Amberstone." The project focuses on the construction of a high-quality residential development in the United Kingdom, encompassing sustainable, energy-efficient homes. The milestone for preliminary market engagement was achieved on 29th June 2026, and a future notice is expected by 15th July 2026. The contract period is set to start on 15th November 2026, concluding by 29th September 2028. This tender belongs to the works category, with a primary emphasis on construction work, and carries a substantial projected value of £10,200,000. The buyer, Town and Country Housing, is a public authority operating at the sub-central government level, based in Tunbridge Wells.

The Amberstone project presents significant opportunities for business growth, especially for companies in the construction industry focusing on residential developments. Firms capable of delivering durable construction with efficient building services and high standards of resident comfort and wellbeing will find this tender particularly lucrative. Businesses specialising in sustainable building practices, energy-efficient solutions, and comprehensive project management are well-suited to compete. Furthermore, the requirement to provide innovative solutions for infrastructure, digital connectivity, and sustainable transport measures could attract entities looking to reinforce their market presence in developing resilient and modern residential spaces.

Notice Description

This project seeks the delivery of a high-quality residential development that provides safe, sustainable, energy-efficient and low-maintenance homes designed for long-term occupation and management. The completed development must demonstrate excellence in design, construction quality and operational performance, whilst meeting all statutory requirements, planning obligations and Employer standards. Tenderers are expected to provide a fully coordinated design and construction solution that delivers durable building fabric, efficient building services, robust fire and life safety measures, secure and accessible environments, and high standards of resident comfort and wellbeing. The development should be designed to minimise whole-life costs, maximise energy performance and support efficient maintenance and asset management throughout its operational life. The completed homes shall provide attractive, functional and adaptable living environments with excellent thermal performance, acoustic separation, ventilation, daylight, storage and accessibility. Internal and external spaces should be designed to support modern living, promote resident wellbeing and create a positive sense of place. The wider development shall deliver resilient infrastructure, effective drainage, reliable utility services, integrated digital connectivity, sustainable transport measures and high-quality landscaping, creating a safe and attractive environment for residents whilst reducing future maintenance liabilities. Tenderers shall demonstrate how their proposals achieve these outcomes and provide a fully tested, commissioned and compliant development supported by all necessary approvals, certifications, warranties, operational information and training required for successful handover and long-term management.
