Summary of the contracting process

Natural Resources Wales is planning a procurement process for a framework agreement titled "NRW First Aid Training Framework 2026." This framework will cater to the provision of First Aid training services across Wales, aiming to ensure that approximately 1,193 field-based staff members are trained to meet their job requirements. The procurement falls under the industry category of health and first-aid training services. The framework is divided into two lots: one for North & Mid Wales and the other for South Wales. The procurement is currently in the Planning stage, with a tender period set to close on 21st August 2026, and an award period ending on 21st September 2026. The contract is expected to begin on 5th October 2026, with a maximum duration of four years. Natural Resources Wales anticipates using an open procedure for this service contract, allowing for electronic submissions in both English and Welsh.

This tender presents significant opportunities for businesses specializing in first-aid training services. The framework allows SMEs to participate and potentially secure a position in the framework agreement for up to four years. Given the requirement for training delivery in various localities, businesses with flexible, mobile training staff or facilities in Wales would be at an advantage. Interested parties can compete for one or both lots, enhancing their chances to expand their service areas. The potential for contract renewals further presents an opportunity for sustained business growth in the region. The procurement aims to appoint one supplier per lot, providing an exclusive opportunity to engage with a central government authority in the UK.
