Summary of the contracting process

Natural Resources Wales is procuring a framework for health and first-aid training for approximately 1,193 staff across Wales. It covers First Aid at Work, First Aid at Work requalification, Emergency First Aid and Emergency First Aid with Forestry (CPV 80560000). Staff are mainly field-based and work in forestry, marine and industrial environments, so training is intended to be delivered locally to reduce travel. NRW offices may host closed courses, while public courses are needed where participant numbers are limited. The requirement is split between North and Mid Wales, covering Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire, Wrexham, Powys and Ceredigion, and South Wales, covering the remaining named Welsh local authority areas. Natural Resources Wales is the buying organisation.

The procurement has reached award stage and is complete, with one selected supplier for each lot. Lot 1, North and Mid Wales, was awarded to First Response First Aid on 7 September 2026 at £125,000 excluding VAT (£150,000 including VAT). Lot 2, South Wales, was awarded to St John Ambulance Cymru on the same date at £125,000 excluding VAT (£150,000 including VAT). Both awards are pending, with the standstill ending on 22 September 2026 and signature scheduled for 28 September 2026. Each framework is due to run from 5 October 2026 to 4 October 2028, with two possible one-year extensions to 4 October 2030. The open procedure used quality, including wellbeing impacts, weighted at 70%, and price at 30%.

This opportunity indicates recurring demand from a large, field-based Welsh public body for accredited first-aid training delivered across varied operational settings. Suppliers should be able to provide the full range of workplace first-aid and forestry-related emergency courses, manage requalification requirements, and deliver through local venues or public courses when numbers are small. Credible competitors will need sufficient trainer and scheduling capacity across either North and Mid Wales or South Wales, with the ability to work around forestry, marine and industrial environments. Welsh-language delivery is an important capability: NRW must be able to offer training in Welsh, including when requested. Quality and wellbeing outcomes matter substantially more than price in evaluation, and the lots were identified as suitable for SMEs.

Notice Description

A framework to deliver the first Aid requirements of NRW to ensure staff are confident and competent to carry out daily activities, we have approx.1193 staff across Wales, that require training for their role that are at various points of their accreditations. The framework will cover the following courses:- First aid at work- First aid at work requalification- Emergency First aid- Emergency First aid + ForestryThe NRW staff requiring training are majority field based, working in a range of environments from forestry, marine and industrial sites therefore we need to ensure that the training is provided or delivered in local locations to help reduce travel in line with our committed to cutting carbon emissions. Where possible we will use NRW offices to host closed NRW courses however having access to public courses for locations where numbers are limited is a requirement.The anticipated duration of the framework agreement will be 4 Years (2 year initial period, with the option to extend by 12 months for a further 2 years giving a maximum total duration of four years).The framework agreement will be divided into 2 lots as set out below.
