Summary of the contracting process

East Surrey College, as part of Orbital South Colleges alongside John Ruskin College, intends to procure subcontracted education and training services for funded provision. The work will support delivery during the 2026/27 academic year across England, with activity potentially covering the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, South West and the South East locality where the college is based. This procurement is at the planning stage and is an expression-of-interest process, not an invitation to tender. It is the first stage of the college’s subcontracting partner selection process for the 2026/27 academic year. The buyer expected expressions of interest by 17 July 2026, with shortlisted providers potentially invited to a full tender and due-diligence process. That later process may include financial, quality, safeguarding and compliance reviews. The planned contract period for the single lot is 1 August 2026 to 31 July 2027. Arrangements will be awarded only where there is a clear educational and strategic rationale, value for money and positive learner outcomes. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This process should suit established education and training providers, including smaller organisations and voluntary, community or social enterprises, that can deliver relevant curriculum across one or more of the stated English regions. Providers will need evidence of a strong quality and learner-achievement record, effective employer engagement and progression outcomes, and experience supporting appropriate learner groups and funding streams. The buyer is likely to examine safeguarding, Prevent and wider compliance arrangements, financial stability, suitable insurance, Individualised Learner Record management, funding compliance and audit readiness. Successful partners will need the capacity to operate within Orbital South Colleges’ quality-assurance, performance-management and governance frameworks. Preparation should include an organisation profile, curriculum delivery proposals, operating geography, recent quality and performance information, and evidence of financial health and compliance.

Orbital South Colleges (East Surrey College and John Ruskin College) is inviting Expressions of Interest from high-quality education and training providers interested in delivering subcontracted provision during the 2026/27 academic year. OSC retains full accountability for all funded provision and is seeking partners who can demonstrate excellence in quality, compliance, learner outcomes and alignment with local skills priorities.

Planning Information

We are particularly interested in proposals that: Meet identified local, regional and employer skills needs. Deliver specialist or niche provision not currently available within the College. Extend participation into underserved communities or learner groups. Support Adult Skills Fund (ASF), 16-19 provision, apprenticeships and other funded programmes where subcontracting is permitted. Demonstrate strong employer engagement and progression outcomes. Providers must demonstrate: A strong track record of quality and learner achievement. Robust safeguarding, Prevent and compliance arrangements. Financial stability and appropriate insurances. Effective ILR management, funding compliance and audit readiness. The capacity to work within OSC's quality assurance, performance management and governance frameworks. Expression of Interest Submission Interested organisations should submit: Organisation profile and key contacts. Details of proposed curriculum delivery. Geographic areas of operation. Relevant funding streams and learner groups. Recent quality and performance information. Evidence of financial health and compliance arrangements. Following evaluation of EOIs, shortlisted providers may be invited to participate in a full tender and due diligence process, including financial, quality, safeguarding and compliance reviews. Procurement Approach This EOI forms the first stage of OSC's subcontracting partner selection process for the 2026/27 academic year. Subcontracting arrangements will only be awarded where there is a clear educational and strategic rationale and where delivery represents value for money and positive outcomes for learners.
