The Garage Delivery Factory and Live Service Teams
Notice Description
DWP is seeking a single prime supplier to act as the primary delivery partner to provide multidisciplinary digital capability to support delivery across The Garage Delivery Factory and associated Live Service functions. Services are expected to include digital delivery, engineering, automation, cloud services, AI-enabled elements, live service support and associated specialist capabilities.
Planning Information
The Department for Work and Pensions (DWP) undertook preliminary market engagement on the 5th June 2026, to inform the development of the procurement strategy, delivery model and commercial approach for the Garage Delivery Factory and Live Service Teams requirement. Suppliers were identified through the Digital Outcomes and Specialists 7 (DOS7) Framework, Lot 2, using the filtering approach in accordance with framework guidance. The filtering criteria were designed to ensure that suppliers capable of delivering the requirement, including SMEs, had the opportunity to participate. A virtual supplier engagement event was held to provide an overview of the requirement, anticipated delivery model, commercial approach and procurement timetable. A total of 61 supplier representatives registered for the event, with 32 individuals attending representing 19 supplier organisations. The engagement sought supplier feedback on a number of areas including the proposed delivery model, commercial structure, transition and mobilisation arrangements, technology stack, use of AI and automation technologies and the proposed procurement approach. Following the event, suppliers were invited to submit clarification questions over a two-week period. Responses were consolidated from this period and from the virtual event, and issued to all filtered suppliers to ensure a fair, open and transparent process. Feedback obtained through the market engagement activity has informed the development of the procurement documentation, including refinements to the requirement, mobilisation and transition arrangements and supplier participation approach. The outputs from the engagement have been used to improve clarity, support competition and inform the final Invitation to Tender documentation.
