Summary of the contracting process

Leicester City Council is currently in the planning stage for a new procurement process, aiming to commission an accredited Positive Behaviour Support (PBS) Training Programme. This initiative includes train-the-trainer training, materials, accreditation, and trainer support, and is categorised under specialist training services. The procurement process is being conducted as a soft market test to gather information and gauge interest within the market, not as a formal tender at this time. This effort is vital for supporting various educational services within Leicester, where the increasing demand for special educational needs and disability (SEND) services prompts the need for such training. The soft market engagement is scheduled to conclude by 31st July 2026, with further communication planned for October 2026, and the actual contract is anticipated to commence on 1st April 2027, spanning until 31st March 2029.

This tender offers substantial opportunities for businesses specialising in educational and behavioural training services, especially those capable of delivering comprehensive and accredited programmes. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) may find this opportunity particularly beneficial. Engaging with Leicester City Council’s procurement process can pave the way for establishing long-term relationships with the council and potentially expanding service offerings in the public sector, particularly for those already providing or keen to develop expertise in educational and behaviour support services. The soft market engagement allows businesses to express interest and help shape the procurement specifications to better fit market capabilities, thus fostering innovation and collaboration within the field.
