Digital Fire Logbook and Mobile Application 2026
Notice Description
The service will provide a digital platform for recording Building Safety inspections carried out by Building Safety Officers (BSOs), ensuring compliance with the requirements of the Building Safety Act. The platform will digitally record all site visits undertaken by BSOs and generate inspection reports that highlight any identified risks or missing building information. Colleagues responsible for managing supported sites will also have access to the platform to complete inspections that fall outside the BSOs' responsibilities, providing full organisational oversight of all properties within the system. The solution removes the need for manual documentation and paper based records, reducing the risk of lost information and the additional resource required to manage physical records. Inspection activity and outputs will be monitored by the Fire Safety Team and used for reporting into Governance. The service requires logbook access for 959 sites, unlimited user access, and technical support covering the full current estate.
Procurement Information
The existing contract was procured in August 2024 via a Request for Quotation (RFQ), with an initial term of 12 months and 1 x 12 month extension option. The contract is currently in place with TIO Fire Safety and is due to expire on 31 July 2026. Due to organisational pressures and the limited availability of key stakeholders, there would not be sufficient time to undertake and implement a full procurement exercise or RFQ before the contract expiry. A supplier change would require significant effort, including system testing, staff training, and the re population of all buildings on the register. TIO Fire Safety has confirmed that they are willing to freeze any price increases and offer GSA a 12-month contract at the current rates. Based on the Bank of England inflation calculator (as of February 2026), the estimated contract value would otherwise be PS48,328.63 (including VAT), representing an approximate 4.6% increase in value since the contract was originally awarded in August 2024. By maintaining current pricing, TIO Fire Safety is delivering demonstrable value for money, while also ensuring continuity of service and avoiding increased costs due to a change in supplier.
