Summary of the contracting process

GreensquareAccord Limited procured a digital fire logbook platform and mobile application for its Building Safety Officers and teams managing supported sites. The service records every Building Safety inspection and site visit, produces reports identifying risks and missing building information, and supports inspections carried out outside the officers’ responsibilities. It provides organisational oversight of properties, monitoring by the Fire Safety Team and reporting into governance. The platform replaces paper records and manual documentation. The requirement covers logbook access for 959 sites, unlimited user access and technical support for the current estate. This is a software supply and support service delivered across GreensquareAccord’s estate in England, with the buyer based in Birmingham.

The procurement is complete and the contract was awarded to Cogniscion Limited, trading as TIO Fire Safety, through a direct award. The award date was 13 July 2026 and the contract was signed on 28 July 2026. The contract runs from 1 August 2026 to 31 July 2027. Its value is £38,515.92 excluding VAT, or £46,219.10 including VAT. There was one lot. The direct award followed an earlier competitive Request for Quotation for the existing platform. GreensquareAccord used the extension route because organisational resource constraints and limited stakeholder availability prevented a replacement competition before expiry, while interruption would have put building-safety information and compliance records at risk. Additional site purchases may be requested under the contract.

This award shows demand for a specialist building-safety compliance platform that works across a large housing or supported-property estate. A credible competitor for the next requirement would need to provide secure, scalable digital logbooks and mobile inspection tools for Building Safety Officers and wider operational teams. The solution should capture site visits, retain structured property and inspection records, identify risks and missing information, generate inspection reports, and support oversight across many locations. Experience integrating compliance activity with fire-safety teams, governance reporting and estate-wide monitoring would be relevant. Suppliers should also be able to support unlimited users, provide dependable technical support and manage additional site coverage without disrupting records or compliance processes. Software providers serving housing associations, social landlords or other regulated property operators are particularly well placed.

Notice Title

Digital Fire Logbook and Mobile Application 2026

Notice Description

The service will provide a digital platform for recording Building Safety inspections carried out by Building Safety Officers (BSOs), ensuring compliance with the requirements of the Building Safety Act. The platform will digitally record all site visits undertaken by BSOs and generate inspection reports that highlight any identified risks or missing building information. Colleagues responsible for managing supported sites will also have access to the platform to complete inspections that fall outside the BSOs' responsibilities, providing full organisational oversight of all properties within the system. The solution removes the need for manual documentation and paper based records, reducing the risk of lost information and the additional resource required to manage physical records. Inspection activity and outputs will be monitored by the Fire Safety Team and used for reporting into Governance. The service requires logbook access for 959 sites, unlimited user access, and technical support covering the full current estate.

Procurement Information

The existing contract for the Building Safety digital platform was awarded to TIO Fire Safety in August 2024 following a competitive Request for Quotation (RFQ) process. The contract was awarded for an initial term of 12 months with the option to extend for a further 12 months. The current contract is due to expire on 31 July 2026. Due to organisational resource constraints and the limited availability of key stakeholders required to support the specification, evaluation, implementation and mobilisation of a replacement contract, there is insufficient time to undertake and complete a compliant procurement exercise prior to the contract expiry date. Failure to maintain this service would present a significant risk to the organisation's ability to effectively manage and maintain its Building Safety information and associated compliance records. Extending the existing arrangement for a further 12 months represents the most practical and proportionate approach whilst allowing sufficient time to undertake a full competitive procurement exercise for the longer term requirement.
