Summary of the contracting process

Swindon Borough Council is procuring integrated, open-access sexual and reproductive health services for Swindon. The service combines clinical provision with digital access, postal testing, long-acting reversible contraception delivered through GPs, outreach and prevention activity. It is a single-lot competition. The deadline for tender clarifications is 12 noon on 8 September 2026, and the deadline for tender submission and bid opening is 12 noon on 15 September 2026. Evaluation is scheduled to start on 15 September 2026. The contract is due to start on 1 April 2027 for an initial 60 months, with two optional 24-month extensions, giving a potential total term of 9 years. The guaranteed value is £13.1 million for the initial term and £23.58 million for the potential total term. Out-of-area income is estimated at about £350,000 a year but is non-guaranteed. Award weighting is 30% price and 70% quality, covering innovation, integration, sustainability, access, health inequalities, choice, social value and management of out-of-area income.

This opportunity suits established sexual health providers with suitably qualified and experienced clinical teams and the capacity to deliver a broad, integrated service at scale. Bidders need to combine face-to-face clinical care with digital pathways and postal testing, coordinate long-acting reversible contraception through GP practices, and provide outreach and prevention programmes. Strong partnership working across primary care and other local services will be important, alongside the ability to improve access, reduce health inequalities and offer meaningful patient choice. The Contract Notice invites offers under the Competitive Process of the Provider Selection Regime (PSR) Regulations. Swindon Borough Council has a statutory duty to commission open-access sexual and reproductive health services. This will be a single-lot model delivering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) in GPs, outreach and prevention. This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years, starting 1st April 2027. The guaranteed contract value is PS13.1m across the initial 5-year contract term and PS23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.PS350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service. The exclusion of estimated OOA income does not represent a reduction in the anticipated overall value of service income available to the provider; rather, it reflects the separation of guaranteed commissioner funding from non-guaranteed activity-based income.
