This opportunity suits established insurers, brokers, underwriting teams and specialist providers of cyber, terrorism, liability and alternative risk-financing solutions. Insurer bidders must generally have financial strength demonstrated by at least an A- rating from Standard & Poor’s or AM Best, or an equivalent rating from an independent reputable credit-rating agency accepted by the bidder’s market security committee. Where a rating is below A-, bidders must provide the committee’s latest report and written recommendation before the bid deadline for consideration. Competitors should be able to present a choice of suitable insurers or cover options and provide a skilled service team covering client relationship management, claims management, broking or underwriting and insurable-risk management. Service quality, including third-party performance, is central to the evaluation. SMEs and VCSEs are identified as suitable.

ForHousing are looking to appoint one or more providers to deliver their Insurance and related services for Property, legal liability and other general (non-life) insurable risks. The programme will require Insurance and related services for risks that may include but not be limited to: property damage and business interruption, employers, public, products and property owners liability, business combined/office, money, all risks, computer, and contract works. This list is to be decided at the sole discretion of Yorkshire Housing. Suppliers will be required to have the financial ability to deliver the programme, including Insurers with a minimum rating of 'A-' from standard and poor, 'A-' from AM Best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder's market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee. Planning Information

ForHousing is considering the procurement of its Insurance Programme, anticipated contract start date being 1st April 2027. In advance of any formal procurement process, and in accordance with Section 17 (Preliminary Market Engagement) of the Procurement Act 2023, ForHousing intends to undertake a period of pre market engagement. The purpose of this engagement is to share early, high level thinking in relation to the proposed insurance tender and to seek feedback on how these initial ideas may be perceived by the insurance market, including considerations around market appetite, structure and deliverability. Given current market dynamics, ForHousing is keen to engage with prospective insurers, as well as brokers, to ensure that discussions are conducted in a fair, transparent and proportionate manner and without conferring any unfair competitive advantage, in line with the principles of the Procurement Act 2023. As a result, we may reach out to insurers directly where we believe there are no exclusive agreements in place with brokers. Those insurers and all other interested brokers and providers will then be invited by ForHousing to participate in a pre market engagement meeting. Please note the following dates and times in your calendars: Tuesday 21st July 3.30pm to 4.30pm Thursday 23 July 10am – 11am ForHousing will present an overview of the business, strategic plans for the next 3-5 years, risk appetite and existing strategy. There will then follow the opportunity for questions during the allocated time (expected to be 30 mins including the presentation) If, however, a further separate meeting is required for interested parties please do contact us. ForHousing would then further assess market capacity and appetite for the Business and any specific requirements that potential Bidders might have and which needs to be factored into the Tender process or the specification in due course.
