Summary of the contracting process

Manchester City Council is procuring supported accommodation and social work services for adults aged 18 and over who are sleeping rough, have recently slept rough or are at imminent risk of rough sleeping. The service combines safe, short-term accommodation with tailored support to address individual support needs, improve health and wellbeing, maximise independence and help people move on to sustainable accommodation. Delivery is in Manchester and forms part of the city’s wider homelessness and rough sleeping response. The requirement is split into four areas: core accommodation and support; accommodation designed for women; specialist accommodation and support for LGBTQ+ people; and provision for people with no recourse to public funds or otherwise restricted eligibility for public funds or housing assistance. The procurement category is accommodation-based social work services (CPV 85311000).

The process has reached tender: the Council invited offers through an open procedure. Clarification queries must be submitted by 11am on 17 September 2026, and completed tender documents and the procurement questionnaire must be submitted electronically through the Chest by 11am on 2 October 2026. The expected award decision date is 13 January 2027. Contracts are planned to run from 1 April 2027 to 31 March 2029, with an option to extend for up to 24 months, to a maximum date of 31 March 2031. The estimated value is £8,762,552 excluding VAT and £12,302,208 including VAT. Lot values including VAT are £7,745,088, £1,809,600, £576,000 and £2,171,520 respectively. Evaluation is 45% quality, 25% price, 20% social value and 10% environment.

This opportunity suits organisations already delivering accommodation-based support for people experiencing, or at risk of, rough sleeping. Relevant capability includes providing safe short-term accommodation, managing supported housing and delivering tailored interventions that improve health and wellbeing, build independence and support move-on. Providers with specialist experience supporting women, LGBTQ+ people, or people with no recourse to public funds or restricted access to public funds will be well placed for the corresponding service areas. The core area requires capacity to support adults sleeping rough or at immediate risk. The Council identifies all four areas as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Bidders must be able to work to quality, social value and environmental requirements as well as price.
