Notice Description

Guildford Borough Council and Waverley Borough Council are seeking to appoint a suitably qualified and experienced Clerk of Works Consultant to provide independent quality assurance, site inspection and construction monitoring services across a diverse portfolio of housing, regeneration and capital projects. The procurement is being undertaken using a two-stage Competitive Flexible Procedure under the Procurement Act 2023, comprising a scored Procurement Specific Questionnaire (PSQ) followed by an Invitation to Tender (ITT) for shortlisted suppliers. The successful Consultant will be appointed to a single-supplier call-off contract for an initial period of four years. Individual commissions will be instructed on a project-by-project basis, with the scope, duration and level of service tailored to the specific requirements of each call-off. Services will include independent inspections of construction works, monitoring workmanship and compliance with contract requirements, identifying defects and quality risks, reporting findings to the Councils, and supporting the successful delivery of projects through proactive quality assurance and collaborative working with project teams. Projects are expected to include new build housing, affordable housing, estate regeneration, refurbishment and planned maintenance, retrofit and decarbonisation programmes, building safety works and other capital improvement projects across Guildford and Waverley Borough Councils. Following evaluation, the Authority intends to shortlist up to five highest-scoring compliant suppliers to progress to the Invitation to Tender (ITT) stage. The Authority reserves the right to shortlist more or fewer suppliers where this is considered appropriate to maintain effective competition and achieve the most advantageous outcome. Stage 2 - Invitation to Tender (ITT): Shortlisted suppliers will be invited to submit a detailed tender response, including responses to quality and social value questions together with a commercial submission. Final tenders will be evaluated on the basis of the Most Advantageous Tender (MAT), taking account of quality, social value and price in accordance with the published evaluation methodology. As part of the final tender evaluation, shortlisted Tenderers will be required to participate in a scored bidder presentation and interview. The presentation will assess the Tenderer's approach to collaborative working, communication, quality assurance and the delivery of Clerk of Works services. Full details of the presentation requirements, evaluation criteria and scoring methodology will be included within the Invitation to Tender documentation. The Authority reserves the right to seek clarification of submissions at any stage of the procurement where this can be undertaken fairly, transparently and without distorting competition."
