The Development & Supply of Knee Mounted Service Boots
Notice Description
Team Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (MoD) (the 'Prime Contract'). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together 'Team Leidos'). This requirement is subject to the Public Procurement Regulations and respective advertising action. The Defence Clothing Team, which forms part of Leidos Supply Ltd. is considering the requirement for the development and supply of Knee Mounted Service (KMS) Boots on behalf of the UK MoD. The total estimated value for this Framework Agreement will be between PS512,000 - PS1,280,000 exc VAT, with a total length of 6 Years. Consisting of 2 development years and 4 supply years. In addition, please note that as a framework agreement there is no guarantee of business.
Procurement Information
Following tender evaluation, LSL determined no suitable tenders were received in response to an Open Procedure tender. LSL considers that Schneider Boots Ltd submitted the only response capable of forming the basis for negotiation, as the subsequent contract will not substantially modify the requirements or initial conditions of the Open Procedure tender. LSL considers Schneider Boots Ltd to be the only supplier capable of delivering the specified product(s) in line with all technical requirements. LSL will therefore initiate negotiations with Schneider Boots Ltd with the intention to establish a framework agreement. The proposed framework will be in place for a duration of 6 years, with an estimated total value between PS512,000 - PS1,280,000. It is considered that this contract can be placed using the Direct Award condition under Section 43 of the Procurement Act 2023 due to no suitable tenders being submitted in response to a competitive tendering procedure.
