Summary of the contracting process

NHS Wales Shared Services Partnership Procurement Services is seeking suppliers for a multi-supplier framework supplying unvalved, disposable FFP3 respirators. The masks will be used by NHS Wales organisations and other eligible public sector bodies for routine healthcare, infection prevention and control, and emergency preparedness. The requirement covers a range of compliant respiratory protective equipment, including different designs, sizes and fit profiles to support varied users and local fit-testing needs. Products must protect wearers against airborne particulate hazards in clinical and non-clinical environments and meet the technical, regulatory and quality requirements in the procurement documents. Delivery is across NHS Wales, including Health Boards, NHS Trusts, Special Health Authorities and other participating organisations throughout Wales. The procurement is for goods, classified under CPV 33199000, medical clothing.

The process has reached tender: the buyer invited offers through an open procedure, with electronic submission allowed in English or Welsh via the eTender Wales portal. The enquiry deadline was 17 August 2026 at 18:00 and the tender submission deadline is 24 August 2026 at 16:00. The contract period is 1 October 2026 to 30 September 2030. The estimated framework value is £20,000,000 excluding VAT and £24,000,000 including VAT. There is one lot. The framework is open and unranked, with call-offs available by direct award or mini-competition; direct award is the default. Evaluation is pass/fail in this order: compliant bid, conditions for participation, technical and commercial. Economic and technical selection criteria are detailed in the tender documents. The award decision is due by 21 September 2026.

This opportunity suits manufacturers, distributors and specialist medical-supply businesses able to provide unvalved disposable FFP3 respirators at NHS scale. Suppliers need products with demonstrable regulatory, technical and quality compliance, suitable fit-test performance and a range of designs, sizes and fit profiles. The purchasing organisations may consider clinical suitability, product performance, lead times, availability, shelf life and price when selecting products and suppliers, so reliable supply, stock management and clear product evidence are important. The framework is explicitly suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Successful framework suppliers may receive call-off work through direct awards or compete in mini-competitions, including requirements involving additional information, specialised needs or value-added services. Businesses with established healthcare supply experience and capacity to respond to changing demand, including epidemic or pandemic-related increases, are well placed.
