Summary of the contracting process

Community Housing intends to procure insurance and related services for its property, legal liability and other general non-life risks across the United Kingdom. The anticipated programme may cover property damage and business interruption; employers’, public, products and property owners’ liability; business combined and office cover; money; all risks; computer; contract works; group personal accident; professional indemnity; fidelity guarantee or crime; and employment practices liability. Community Housing will decide the final scope. The requirement is for insurance services, with Gibbs Laidler Consulting LLP managing the procurement on behalf of Community Housing. Suppliers should be able to advise on and arrange a broad commercial insurance programme for a public undertaking with varied property, operational and liability exposures.

This procurement is at the planning and early market-engagement stage; it is not yet an invitation to tender. Community Housing expects to use an above-threshold tender for one lot. The anticipated contract period is 27 March 2027 to 26 March 2030, with a possible extension or renewal to 26 March 2032. The estimated value is £3.5 million excluding VAT, or £3.512 million including VAT. Online market-engagement meetings are planned, with an indicative future notice date of 25 August 2026. Interested participants were asked to confirm attendance by 13:00 on 3 August 2026, and any meetings are scheduled to take place via Microsoft Teams. Engagement is optional and will not be evaluated.

The procurement will suit insurers, insurance brokers and specialist intermediaries with the capacity to design and manage a multi-class commercial insurance programme. Relevant experience is likely to include property damage and business interruption, employers’ and public liability, products and property owners’ liability, office and business combined policies, money, all-risks and computer cover. Suppliers with expertise in contract works, group personal accident, professional indemnity, fidelity or crime, and employment practices liability should also consider preparing. The breadth of potential risks favours businesses able to coordinate several specialist insurance lines, assess changing requirements and provide related services through a single programme. Early engagement gives the market an opportunity to understand Community Housing’s organisation and anticipated approach before the formal tender is launched.

Planning Information

Community Housing is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process. If you wish to attend a meeting, please confirm your interest by 13:00 on 3rd August 2026 by emailing procurement@gibbslaidler.co.uk. Once you submit your interest, you will receive the meeting agenda and a set of questions in advance; a written response will be required. Any pre-engagement meetings will be held online via Microsoft Teams.
