Summary of the contracting process

Stonewater Limited is preparing to procure insurance and related services for its UK operations. The programme covers property and business interruption, employers’, public, products and property owners’ liability, business combined and office risks, money, all-risks, computer, contract works, group personal accident, professional indemnity, fidelity guarantee and crime, and motor fleet insurance. Stonewater retains discretion over the final range of risks included. The procurement is for services, classified under CPV 66510000, Insurance services. Gibbs Laidler Consulting LLP is managing the procurement for Stonewater. The delivery location is the United Kingdom, so the requirement is relevant to providers able to arrange, underwrite or manage a broad non-life insurance programme across UK property, liability, operational and motor risks.

This procurement is at the planning stage: Stonewater has announced its intention to procure, but there is no invitation to tender yet. The buyer is undertaking optional early market engagement before the formal insurance services tender. Interested market participants were asked to confirm attendance by 13:00 on 3 August 2026; any meetings are planned online via Microsoft Teams, with the engagement scheduled through 24 August 2026. The next notice is expected on 25 August 2026. The planned contract period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. The estimated value is £20,190,000 excluding VAT, or £20,270,000 including VAT. There is one planned lot.

The work is likely to suit established insurers, insurance brokers, managing agents and specialist providers able to support a large, multi-risk non-life programme. Relevant preparation should include demonstrating capability across property damage, business interruption, employers’, public, products and property owners’ liability, office and business combined cover, money, all-risks, computer, contract works, personal accident, professional indemnity, crime and motor fleet insurance. Suppliers with broad placement, underwriting, claims-handling and risk-management capability may be well placed, particularly where they can coordinate several classes of cover under one programme. The buyer is using early engagement to explain its anticipated requirements, gather high-level market feedback and inform the final tender documents, giving suitably experienced firms an opportunity to understand the developing requirement before competition begins.

Planning Information

Stonewater Limited is undertaking early market engagement with prospective bidders and other participants within the insurance market in advance of its forthcoming insurance services tender. The purpose of this pre-engagement activity is to provide an overview of our organisation, outline our anticipated insurance requirements, and present our proposed procurement approach and indicative timetable. The sessions will also provide an opportunity for interested parties to ask questions, offer high-level feedback, and help inform the development of the final tender documentation prior to the formal launch of the procurement. Attendance at any meeting or event is entirely optional and will not form part of the evaluation process, nor will it confer any advantage or disadvantage in the subsequent tender. This pre-engagement is intended solely to promote transparency, improve market understanding, and support an open and competitive procurement process. If you wish to attend a meeting, please confirm your interest by 13:00 on 03/08/2026 by emailing procurement@gibbslaidler.co.uk. Once you submit your interest, you will receive the meeting agenda and a set of questions in advance; a written response will be required.
