Summary of the contracting process

Staffordshire County Council has awarded a contract for comprehensive maintenance, call-outs and repairs to fixed equipment, including hoists and stairlifts. The work covers repairs arising from defects found during thorough examinations, removal and storage of equipment, minor modifications, and use of salvaged parts where suitable. A 24-hour call-out facility is required, along with any further work requested following examinations by the Council’s insurance providers. Services are for premises ordinarily within Staffordshire, with a small number of locations outside the county also potentially included. The procurement is for lift and fixed-equipment maintenance services (CPV 50750000), rather than the supply of new equipment.

The procurement is complete and Staffordshire County Council selected Wessex Lift Co Ltd. The award is dated 2 October 2026 and is valued at £1.25 million excluding VAT (£1.5 million including VAT). The contract is scheduled to run from 16 November 2026 to 15 November 2028, with an option at the Council’s discretion to extend it by 24 months, to 15 November 2030. This is a single-supplier, closed framework agreement, awarded through an open procedure without reopening competition. Two bids were received. The evaluation weighted price at 60% and quality at 40%. The contract terms include a winner’s fee of 0.5% of the award value.

For suppliers outside the award, this outcome signals recurring demand from Staffordshire County Council for end-to-end servicing of fixed equipment, particularly lifts, hoists and stairlifts. A credible competitor would need to deliver planned maintenance and repairs, respond to emergency call-outs around the clock, and handle equipment removal, storage, minor modifications and repairs informed by thorough examination findings. The requirement also favours providers able to manage work across county premises and occasional sites beyond Staffordshire, with the operational capacity to support a single-supplier arrangement. The Council assessed both service quality and price, with price carrying the greater weighting. Wessex Lift Co Ltd, identified as an SME, won against one other bidder, showing that an SME competed successfully for this requirement.
