Summary of the contracting process

Coventry and Warwickshire Partnership NHS Trust is exploring electronic prescribing and medicines administration (EPMA) systems and supporting solutions. The requirement is for application service provision and related services, covering how available EPMA solutions operate and how they could support the Trust’s needs. The work is intended for delivery across England. The market exercise is designed to help the Trust understand suppliers’ systems, solution models and technical capabilities before defining a formal procurement. Suppliers may therefore be organisations that develop, supply, implement, integrate or support EPMA software and associated services for healthcare settings. The scope includes both the core electronic prescribing and medicines administration system and supporting solutions that may be needed for its operation.

This procurement is at the planning stage and is not an invitation to tender. The Trust expects to conduct pre-market engagement through surveys, assessments, specification work, knowledge sessions and supplier Q&A over the three to six months before formal tender notices. Expressions of interest are expected by 31 December 2026, after which interested organisations will receive a registration pack, first-stage survey and request for a technical specification of their solution. Suppliers must complete the survey and provide their technical specification to participate in any later procurement process. Engagement sessions will be held through Teams, and the next notice is currently expected by 31 January 2027. One above-threshold lot is planned, with an anticipated contract from 1 April 2029 to 31 March 2034, extendable to 31 March 2044.

This is preparatory engagement for suppliers with established EPMA products or supporting healthcare technology solutions, rather than a contract that can be bid for now. It is suitable for small and medium-sized enterprises as well as larger providers. Organisations should be able to explain their solution clearly, provide a detailed technical specification, complete a structured first-stage survey and discuss their approach with the Trust in a supplier Q&A session. The buyer is seeking practical market knowledge about what EPMA systems and supporting services are available and how they work. Suppliers with relevant software, application service, implementation, integration or ongoing support capability will be best placed to contribute and prepare for the later formal procurement.

CWPT is seeking to engage with the market to understand what EPMA systems and supporting solutions are available, and how these solutions work in their nature. We intend to conduct pre-market engagement via a variety of surveys, assessments, specification, knowledge sessions etc over the coming three to six months ahead of formal procurement tender notices being published. The market engagement phase is a non-scored element of the process, and it is solely for the purpose of developing understanding of the market prior to commencing the procurement.

Expressions of interest to be directed to the email address procurement.finance@covwarkpt.nhs.uk Expressions must be received before the 31st November 2026 at the latest. Organisations will then get a registration pack which will detail all requirements and processes in full. For the purposes of this notice all suppliers that have expressed an interest will receive the first stage survey and a request to provide their technical specification of their solutions. There will be a Q&A session per supplier. All suppliers that wish to participate in the subsequent procurement process must have completed the the first stage survey and provided their technical specification of their solutions. CWPT reserve the right to amend the engagement process and will inform expressions of interest if it chooses to do so. The engagement sessions will be held via Teams.
