Summary of the contracting process

Milton Keynes City Council is exploring public transport booking, ticketing and Mobility as a Service (MaaS) solutions. The potential scope includes a booking application for a pilot of Ohmio autonomous shuttles during MK Tech Week 2026 in Central Milton Keynes, with passenger management and integration with driverless vehicle services. It also covers longer-term integrated mobility capabilities across Milton Keynes, including multimodal ticketing, demand-responsive transport, integrated journey planning, data-led network design and seamless interchange between transport modes. Suppliers may contribute products and services covering booking and payment, ticketing, data and analytics, software integration, and transport network development. This is a public-sector technology and transport-services requirement led by Milton Keynes City Council, with the pilot activity centred on Central Milton Keynes.

The process is at the planning stage and is a market engagement exercise, rather than an invitation to tender. The Council expects to publish a further notice on 1 September 2026. It has scheduled market-engagement responses for 17 August 2026, with sessions dependent on the responses received. The Council is seeking information to assess market interest in supporting the autonomous-shuttle pilot and to shape its longer-term transport strategy. The planned procurement is organised as one lot, identified as passenger transport booking and related software services. The anticipated contract period is 1 October 2026 to 30 September 2031. The lot is marked as suitable for small and medium-sized enterprises. Suppliers are being asked to respond through the Council’s market-engagement process, not to submit competitive tenders at this stage.

This planning exercise should suit technology providers and transport specialists with proven public transport booking, ticketing or MaaS platforms. Relevant suppliers are likely to have experience integrating third-party or autonomous vehicle services, managing passengers on driverless or flexible services, and supporting multimodal journeys. Useful capabilities include secure booking and payment, ticketing, journey planning, data collection and analytics, network design, and integration with existing transport systems. Businesses able to demonstrate commercial assessment of flexible transport models may be well placed to influence the Council’s future approach. The Council is also seeking evidence of products, integration capabilities and experience across autonomous, demand-responsive and multimodal transport. Smaller firms are expressly considered suitable for the planned lot, creating scope for specialist software, integration and transport-technology businesses to prepare.

Passenger Transport Booking App - Market Engagement

Notice Description

Milton Keynes City Council (MKCC) is seeking market engagement with suppliers of public transport booking, ticketing and Mobility as a Service (MaaS) solutions. The engagement has two objectives: 1. To assess market interest in providing a booking application for MK Tech Week 2026, supporting the pilot operation of Ohmio autonomous shuttles within Central Milton Keynes. The pilot will provide an opportunity to test integration between autonomous vehicle services and third-party booking platforms, explore passenger management for driverless services, and evaluate the commercial viability of a future flexible transport service. 2. To understand the capabilities of MaaS and integrated ticketing platforms that could support MKCC's longer-term transport ambitions, including franchising opportunities, multimodal ticketing, demand responsive transport, integrated journey planning, data-driven network design, and seamless interchange across transport modes. MKCC invites organisations to share information on their products, integration capabilities, booking and payment functionality, data and analytics services, ticketing solutions, and experience supporting autonomous, flexible, or multimodal transport services. Feedback will help inform the Council's future approach to public transport innovation, integrated mobility services, and network development across Milton Keynes. Any questions relating to this market engagement should be made via correspondence on the InTend website.
