Summary of the contracting process

Derby Homes Limited, an arm’s-length organisation wholly owned by Derby City Council, is planning works to regenerate and upgrade derelict garage sites across Derby. The requirement covers demolition of existing precast sectional concrete garages, followed by the supply and erection of Pent Design precast sectional concrete garages. Site preparation includes specialist raft foundations designed to structural engineer standards, foundation slabs, tarmacadam, drainage, open-boarded or close-boarded fencing, and electrical services from cabinets to security lighting columns. The works also include Gyproc FireLine plasterboard compartmentation, accurate setting out and making good any damage to roads, paths, services or other property. This is a building construction works requirement (CPV 45210000), intended to be delivered city-wide by one contractor from site preparation through completion.

This process is at the planning stage and is currently preliminary market engagement, not an invitation to tender. Derby Homes expects to use a competitive tender procedure for one contract, with no lots. The requirement is expected to cover around 6 to 24 garages, with the largest site estimated at up to £250,000. The planned contract period is 1 February 2027 to 31 January 2029, with a possible extension to 31 January 2032. The buyer’s indicative date for the next notice is 30 October 2026. Interested suppliers are invited to provide detailed views on how they would deliver the described works by 12 noon on 18 August 2026; Derby Homes expects to discuss responses during August and September 2026.

The requirement should suit a principal building or specialist refurbishment contractor able to manage a complete, multi-trade garage regeneration service and coordinate subcontractors. Relevant capability includes demolition of precast concrete structures, groundwork, reinforced concrete and raft foundation construction, drainage, tarmacadam, fencing, electrical installation for security lighting, garage erection and fire compartmentation. Suppliers will need to provide labour, plant and materials, undertake site visits and assess ground conditions, access, dimensions and other local constraints. Strong project management and coordination with Derby Homes, designers and building control will be important. Contractors must be able to comply with Construction (Design and Management) Regulations and provide method statements, risk assessments and COSHH reports. The completed garages require a 10-year structural guarantee or warranty.

Demolition, Replacement and Maintenance of Garages

Notice Description

Derby Homes is an Arm's Length Management Organisation (ALMO) and is a 100% owned subsidiary of Derby City Council. It was created in 2002 to manage and maintain the Council's domestic housing stock. The function of management and maintenance is delegated to Derby Homes, but the Council retains ownership of the housing stock, and all tenants are Council tenants. Derby Homes are running this preliminary market engagement activity to identify suppliers who can provide the works detailed below. Interested parties need to explain in detail how you would address the sections itemised in this notice, using the relevant headings in your reply. Details of how you must respond are in the Engagement Process Description later in this notice 1. Works Sought The existing garage stock city-wide has recently been surveyed and highlighted in this review indicates various sites/locations in need of refurbishment. The successful contractor is to provide a comprehensive service(s) of demolition to the existing pre-cast sectional concrete garages that includes the supply and erection of Pent Design Pre-Cast Sectional Concrete Garages. Invariably due to ground conditions city-wide a 'Raft Foundation' is to be constructed to a 'Structural Engineers' standard. Drawing(s) would be provided by Derby Homes. It is advised that the construction of the foundation floor slab is to be carried out by a specialist groundwork and reinforcing concrete company through this contract. There is a requirement to lay tarmacadam/drainage, construct fencing both open-boarded and close-boarded and to lay electrical services from a cabinet for security lighting/columns through this contract. The above is a general outline of the necessary works to refurbish the derelict sites in question. This is a two-part process of 'Site Preparation Works' followed by the 'Main Works'. The specification along with all the necessary documents will be provided to fulfil the refurbishment of the garage sites. The Planning and Building Control function is to be submitted by the contract administrator at Derby Homes prior to the main works, via Derby City Council and Derbyshire Building Control Partnership (DBCP). Any access/egress restrictions/problems will be highlighted in the specifications. 2. Project Brief To be clear, the Project Brief is to regenerate garage site(s) highlighted in the earlier assessment as per a schedule / specification to upgrade the existing stock which in turn contributes to the sustainability of the built environment. 3. Estimate Contract Value It is estimated to be for 6 to 24 garages as a guideline at sites up to an estimated PS250,000 cost at the largest site. The contractor will provide all labour, plant and materials necessary to complete the works in stated and agreed time. The contractor would provide a 10-Year Structural Guarantee/Warranty for the Pre-Cast Sectional Concrete Garages. 4. Site Visit The contractor would be required to visit the sites in question to ascertain all works necessary to fulfil the contract specification / schedule. The contractor shall investigate the site and ascertain the nature, character and extent of the works and satisfy themselves as to the local conditions and accessibility, affecting labour and materials and any other matters and shall make all the necessary allowances. 5. Protection of Property The contractor would provide for maintaining and making good damage, if any, to roads, paths, services, and any other property, public or private, caused by or attributable in any way to the cartage of plant, materials, or personnel or the execution of the works by the contractor or sub-contractor and for indemnifying Derby Homes against loss, damage claim or proceedings by and Local Authority, statuary undertakings or others. 6. Health and Safety The contractor would comply with all safety, health and welfare regulations appertaining to all workpeople, including those employed by any sub-contractors, working on the site. The Construction (Design and Management) Regulations would apply, and the contractor and any sub-contractors are to comply with the pre-construction information at all times. The contractor would supply the method statements / risk assessments / COSHH reports prior to commencement of works, for approval by the contract administrator at Derby Homes. 7. Dimensions The requirement includes to check all dimensions, both on drawings and site, particularly between the components and the work; for example, the correlation between the pre-cast concrete garage(s) and the raft foundation. The contractor would set out the works accurately from the information provided by the designer at Derby Homes. 8. Compartmentation The contractor will supply and fit Gyproc Fireline Plasterboard to create compartmentation to garage(s) as per drawings that would be provided. 9. Location The garage sites to refurbish are in the Derby area only city-wide. 10. Procurement The contractor shall be deemed to have included in their prices for compliance with the above. This procurement is not anticipated to be split into lots but will be delivered by a 'Single Contractor' to cover all aspects of the specified works from conception through to completion.
