Summary of the contracting process

United Utilities Water Limited is procuring a goods framework for the supply and delivery of laboratory consumables used by its Scientific Services and wider business. The supplies will support regulatory, operational and investigative testing of water and wastewater across the UK. Three product areas are covered: chromatography and inductively coupled plasma consumables, including columns, vials, tubing, fittings and related analytical items; chemicals with specified grades, purity, concentrations and pack sizes; and analytical reagents, test kits and method-specific consumables. Exact specifications, manufacturer platforms and part numbers may apply, with alternatives accepted only where expressly permitted. The framework is intended to support laboratory testing requirements across United Utilities.

The procurement has reached tender: United Utilities invited offers through an open competitive flexible procedure for a framework under the utilities regime. Bidders may tender for one, several or all three lots, which will be evaluated and awarded separately. The Stage 1 response deadline is 11 August 2026 at 17:00, and enquiries close on 1 August 2026 at 17:00. The intended award decision date is 6 October 2026. The estimated total value is £15.7 million excluding VAT, or £18.85 million including VAT. Lot values excluding VAT are £2.4 million for chromatography, £2.6 million for chemicals and £8.1 million for reagents. Each lot is assessed 50% on technical quality and 50% on commercial factors. The framework starts on 6 October 2026 for four years, with two possible two-year extensions, giving a maximum term to 5 October 2034.

This opportunity suits laboratory consumables manufacturers, specialist distributors and established suppliers able to support water and wastewater testing. Relevant capability includes chromatography, ICP, chemical, reagent and test-kit supply, together with knowledge of validated analytical methods, instrument compatibility and precise product specifications. Suppliers should be able to provide product information, pricing and supporting documents such as Safety Data Sheets, Certificates of Analysis, Certificates of Conformity, specifications and regulatory information. United Utilities also expects reliable stock availability, controlled lead times, batch or lot traceability, quality assurance, technical support, account management, issue resolution and continuity of supply. The lots are identified as suitable for small and medium-sized enterprises. Suppliers must manage catalogue and permitted non-catalogue products, while maintaining accurate manufacturer and part-number information where required.
