Summary of the contracting process

North Lanarkshire Council is procuring a main contractor for construction works to upgrade Blackburn’s non-traditional construction homes in Wishaw, North Lanarkshire. The works cover external wall and dormer upgrades, roof thermal improvements, and replacement UPVC doors and windows. Contractors must provide design options for mechanical ventilation, including possible heat recovery, and recommendations for partial electrical upgrades or a full rewire and solar photovoltaic panels. The scope also includes repositioning existing flues and installing door canopies with suitable lighting. This is a building refurbishment and alteration opportunity, including insulation, roofing, building installation and associated heating-plant work. The council may award additional works packages arising from requested options, recommendations or design work.

The process has reached tender: North Lanarkshire Council invited offers through a selective procurement using the restricted procedure. Five candidates were to be invited to the second stage on 30 September 2026. The tender submission deadline was 17 August 2026 at 12:00. The estimated procurement value is £7,200,000. The contract is expected to run for 540 days, with bids required to remain valid for 180 days. Evaluation is based on quality at 40% and price at 60%. Variants are not allowed. The contract uses the Scottish Building Contract Committee’s Standard Building Contract With Quantities for use in Scotland, 2016 Edition. Scots law applies, and community benefits form part of the quality evaluation, including a minimum commitment of 100 points.

This opportunity suits an experienced principal building contractor able to coordinate multi-trade housing refurbishment and alteration works. Relevant capability includes upgrading external walls, roofs, insulation, doors and windows, resolving damp and mould risks through ventilation design, and managing flue, electrical, lighting and solar-related works. Suppliers need the financial capacity to demonstrate annual turnover of at least 1.5 times the estimated contract value in any two of the three latest audited financial ratios: acid test above 1, positive return on capital employed, and debt ratio of 0.50 or below. Required insurance includes £2 million professional indemnity, £5 million employers’ liability, and £10 million each for public and product liability. Contractors must also deliver community benefits and accommodate subcontracting.
