Summary of the contracting process

Somerset Council plans the Bridgwater Docks Regeneration Scheme in Bridgwater, Somerset. The works will restore and regenerate the heritage dock area as a new residential, leisure and tourism quarter, supporting commercial regeneration, sustainable living and waterside business activity. The scheme includes residential moorings, a walking and cycling route around the dock, and replacement of the existing swing bridge with a new bridge providing pedestrian and cycle access along the perimeter route. This is a construction and civil engineering project, including heritage restoration, public realm, active travel infrastructure and bridge works. The completed scheme is intended to connect communities with Bridgwater town centre and the adjacent Northgate commercial leisure quarter. Somerset Council is the public-sector buyer.

This procurement is at the planning stage and is not an invitation to tender. Somerset Council intends to undertake a preliminary market engagement exercise before progressing its procurement approach. An online engagement event is planned for 29 July 2026 at 11:00 and is expected to last approximately one hour; suppliers are asked to register interest through the portal’s messaging function. The buyer expects a subsequent notice on 1 September 2026. The estimated contract period is 1 April 2027 to 31 March 2028. The estimated value is £4.5 million excluding VAT, or £5.4 million including VAT. The work is planned as a single lot, with the lot marked as suitable for SMEs. The proposed contract form is the NEC4 Engineering and Construction Contract.

The engagement is aimed at suppliers with experience successfully delivering comparable construction and regeneration works. Relevant businesses are likely to include principal contractors and civil engineering firms able to manage heritage restoration, dockside or waterside regeneration, public realm, active travel routes and bridge construction or replacement. Experience coordinating several connected workstreams, maintaining access around an active town-centre site and delivering community or commercial regeneration outcomes would be useful. The project may suit SMEs, either as a lead contractor with the required delivery capacity or as specialist supply-chain partners. Firms familiar with the NEC4 Engineering and Construction Contract should be well placed to contribute to the buyer’s proposed approach. This Heritage Restoration of Bridgwater Docks project will regenerate the heritage dock area by creating new residential, leisure and tourism destination quarter in the town. This will support clean and inclusive growth by stimulating commercial regeneration and creating a sustainable living environment. It will re-energise the town centre as it forms a new leisure destination with easy access to the town centre and the adjacent commercial leisure quarter of Northgate. Positioned alongside the Northgate complex, it will stimulate waterside business potential as well as maximising community benefit through the offer of residential moorings. Finally, a new walking and cycling route will be created around the Dock which is emerging as central connecting hub linking communities in and around the town centre. The existing swing bridge, which is a fairly modern structure, will be replaced by a new swing bridge which will connect to the active travel route and facilitate pedestrian and cycle access along the perimeter route. The Authority wishes to engage with potential suppliers with expertise in the successful delivery of similar works and provide an overview of the Authority's proposed approach and procurement process. The form of contract to be used will be the NEC4 Engineering and Construction Contract for this work.

Engagement Process Description A Preliminary Market Engagement Event will be hosted online by Somerset Council on Wednesday 29 July 2026 at 11:00, and will run for approximately 1 hour. Suppliers should use the messaging function 'Dialogue' on the portal to register their interest. The meeting link will be issue to suppliers prior to the event. The Preliminary Market Engagement Event is intended for the Authority's officers to share information with regards to this contract. No other documentation, pre-qualification, tender etc. is required at this time.
