Summary of the contracting process

Somerset Council is currently in the planning stage of the Bridgwater Docks Regeneration Scheme, aiming to revitalise the heritage dock area by creating a vibrant residential, leisure, and tourism quarter. Classified under the civil engineering works category, this significant project is valued at up to £5.4 million and is expected to drive commercial growth and enhance the local living environment. Situated in the UKK23 region, the regeneration project is set to foster clean and inclusive growth. An online Preliminary Market Engagement Event is scheduled for 29 July 2026 at 11:00, providing prospective suppliers the opportunity to understand the proposed procurement approach and engage with the council's officers. The future tender notice is anticipated to be released by 1 September 2026, with the contract period projected to run from 1 April 2027 to 31 March 2028.

This tender opens avenues for businesses with capabilities in construction and civil engineering, specifically those experienced in similar heritage restoration projects, to participate in a substantial public works opportunity. Companies, particularly SMEs, that can demonstrate expertise in delivering sustainable and commercially regenerative projects will find the procurement process aligned with their growth aspirations. The use of the NEC4 Engineering and Construction Contract ensures an industry-recognised framework that is familiar to potential suppliers, fostering a conducive environment for collaborative and efficient project delivery. With Somerset Council seeking to engage comprehensively with the market, businesses can leverage this opportunity to establish or strengthen their presence in the public procurement landscape.

Notice Title

Bridgwater Docks Regeneration Scheme

Notice Description

This Heritage Restoration of Bridgwater Docks project will regenerate the heritage dock area by creating new residential, leisure and tourism destination quarter in the town. This will support clean and inclusive growth by stimulating commercial regeneration and creating a sustainable living environment. It will re-energise the town centre as it forms a new leisure destination with easy access to the town centre and the adjacent commercial leisure quarter of Northgate. Positioned alongside the Northgate complex, it will stimulate waterside business potential as well as maximising community benefit through the offer of residential moorings. Finally, a new walking and cycling route will be created around the Dock which is emerging as central connecting hub linking communities in and around the town centre. The existing swing bridge, which is a fairly modern structure, will be replaced by a new swing bridge which will connect to the active travel route and facilitate pedestrian and cycle access along the perimeter route. The Authority wishes to engage with potential suppliers with expertise in the successful delivery of similar works and provide an overview of the Authority's proposed approach and procurement process. The form of contract to be used will be the NEC4 Engineering and Construction Contract for this work.
