Summary of the contracting process

City & County of Swansea intends to establish a general building framework for its Building Maintenance Section. The framework will support maintenance projects across Swansea Council’s schools and public building portfolio. The work covers general building services, including groundworks, bricklaying, plastering, carpentry, flooring and installation of fire doors. It is a construction works requirement, including builders’ carpentry and construction structures and materials. Delivery will take place in Swansea and across the council’s public buildings and schools. The framework is intended for general builders able to deliver varied maintenance and refurbishment works in occupied or operational public-sector premises.

This procurement is at the planning stage: Swansea Council has set out its intention to procure and has not invited tenders. The expected route is a framework agreement for works above the relevant threshold. The estimated value is £30,000,000 excluding VAT, or £36,000,000 including VAT, for works up to £750,000. The planned contract period is 1 February 2027 to 31 January 2035. The council expects to publish the next notice on 14 September 2026. It plans a preliminary market engagement event on 27 August 2026, from 10:00 to 12:00, to explain the proposed framework and procurement process. Suppliers are expected to confirm attendance for this engagement.

The framework is likely to suit general building contractors with the breadth to undertake multiple trades, rather than firms focused on only one specialist service.
