Summary of the contracting process

Coleford Town Council is procuring works to repair, restore and alter the Grade II listed Clock Tower in Market Place, Coleford, Gloucestershire. The requirement is historic building conservation and restoration, covering structural repairs to internal floors; sympathetic repairs to historic fabric using traditional materials; internal and external restoration; reinstatement of historic openings and fixed windows; electrical installations and new lighting on the ground and first floors; and specialist safety features in the roof area. The appointed main contractor will also deliver the specified Contractor’s Design Portion elements and act as Principal Contractor under the Construction (Design and Management) Regulations 2015. The work includes masonry, roof repairs, scaffolding and associated restoration activity. Coleford Town Council is the public sector buyer, with delivery at the clock tower in Coleford.

The process reached tender: the council invited offers through a below-threshold open competition. Enquiries had to be submitted by 5pm on 21 August 2026, and completed tenders were due by 5pm on 28 August 2026. Offers are to be returned electronically by email in accordance with the tender instructions and required technical and financial submissions. There is one lot. The contract is planned to run from 4 January 2027 to 4 October 2027, with an estimated gross value of £808,783. The single evaluation basis is 50% cost and 50% quality: collaboration, partnerships and subcontracting; quality and technical merit; management and communications; programme and resourcing; and social value each carry 10%. Bidders must submit methodology, relevant project examples, management information, a programme, risk controls and CDM information.

This opportunity suits an experienced main contractor specialising in conservation and restoration of listed or historic buildings of comparable nature and complexity. The successful business will need capability in structural repair, historic fabric conservation, traditional masonry, roof repair, scaffolding, restoration, electrical installation and specialist roof safety works. It must be able to undertake Contractor’s Design Portion work and fulfil the Principal Contractor’s duties for planning, managing and coordinating construction, health and safety, and CDM compliance. Strong site quality-control procedures, supervisory staff and organised delivery arrangements are required. The tender also favours suppliers able to provide a clear project team, reporting structure, risk register and detailed programme for a constrained site in a residential area. SMEs are expressly considered suitable, and bidders should demonstrate collaboration, subcontracting arrangements and support for the local workforce and economy.
