The Foreign, Commonwealth and Development Office is exploring professional services for a project to build a new British Embassy, the Ambassador’s Residence and staff accommodation in Beijing. The potential scope covers a full Project Management Office, including governance, assurance, planning, risk management, budgeting, document management and reporting across workstreams. It also includes NEC4 PSC Service Manager support for a design services contract, NEC4 ECC Project Manager support for the main works contract, quantity surveying and cost management, and health and safety advice and auditing. Delivery may involve work in China and the UK, with some services requiring a permanent on-site presence in Beijing. The procurement is for services.

This procurement is at the planning stage and is being developed through preliminary market engagement, rather than as an invitation to tender. The FCDO expects to use supplier questionnaires, virtual or in-person briefings and, where appropriate, one-to-one sessions to test the proposed requirements, delivery model, procurement strategy and commercial approach. Suppliers were asked to submit an expression of interest questionnaire and email their response by 7 August 2026. Further engagement sessions are expected in August and September 2026, with details to be communicated later. The scope, final delivery model and commercial approach are subject to market feedback, and the eventual procurement may cover only some of the services described.

This will suit professional services providers able to combine programme and construction project management with commercial, cost, design-contract and health and safety expertise. Relevant capability includes operating a robust Project Management Office, managing multiple workstreams, providing governance and assurance, controlling risk and budgets, and producing clear progress reports for senior decision-makers. Experience using NEC4 PSC and ECC contracts will be relevant, alongside quantity surveying, cost management and health and safety audit capability. The FCDO is particularly interested in suppliers with experience in China or comparable overseas environments, and in supply chains able to provide personnel who can obtain the security clearances required. Small and medium-sized enterprises are identified as suitable participants.

The Foreign Commonwealth and Development Office ("FCDO") has a Project to build a New British Embassy, Ambassador's Residence and staff accommodation in Beijing (the "Project"). The FCDO intends to engage the market in relation to this Project as part of preliminary market engagement. The purpose of this preliminary market engagement is to invite Expressions of Interest from Professional Services Providers who may be interested in delivering the Project and for responses to inform the development of our requirements. The FCDO is developing its strategy for engagement of Professional Services Providers to deliver the Project. Key requirements include: * Project Management Office offering a full suite of services including governance, assurance, planning, risk management, budgeting, document management and capable of managing, tracking and reporting on all workstreams. It will offer senior leadership confidence on all aspects of delivery and support decision making. * NEC4 PSC Service Manager for a PSC Design Services contract * NEC4 ECC Project Manager for ECC Main Works Contract * Quantity Surveying / Cost Management Services * Health and Safety advice and audit FCDO is interested in understanding suppliers' experience of operating in China or a similar overseas environment and the market's ability to provide personnel capable of obtaining the security clearances required for delivery. Please note that it is acknowledged that certain services can be delivered from the UK, however some may require a permanent presence on site. The FCDO is undertaking preliminary market engagement to inform the development of the delivery model, procurement strategy and commercial approach. The scope described in this notice represents the services that FCDO would like to explore with the market, however they may not all be included within our final scope of work. Nothing contained within this notice shall be taken as a commitment to commence a procurement. Consequently, the estimated contract value and procurement timetable have not yet been established.

This preliminary market engagement is intended to: 1. Engage with and inform the market of the FCDO's potential requirements 2. Understand the availability and capability of professional service providers and supply chains operating in China and with the required security clearances 3. Seek feedback on the proposed requirements and delivery model Engagement is expected to include one or more of the following: • PME Expression of Interest Questionnaire - see below • Virtual or in person supplier briefings; • One-to-one engagement sessions (where appropriate); No supplier will be excluded from future procurement opportunities based on participation or non-participation in this PME. Suppliers are invited to complete the PME Expression of Interest Questionnaire, which can be found at: https://forms.office.com/e/GrA5WYz75x If this opportunity is of interest, please complete the PME Expression of Interest Questionnaire and email beijingcommercial@fcdo.gov.uk with your response by 7th August 2026. Responses may be used to inform FCDO's procurement strategy and commercial approach. Details and dates of virtual and one-to-one engagement session activities will be communicated at a later date. It is expected that sessions will take place in August/September 2026.
