Summary of the contracting process

East Surrey College sought temporary, interim, emergency and specialist staffing services for East Surrey College, John Ruskin College and Reigate School of Art. The requirement covered six service areas: curriculum teaching, assessment and instruction; special educational needs and disabilities, inclusion and learner support; professional and business support; estates, facilities and campus operations; IT, digital and systems support; and project, interim and specialist consultancy staffing. This is a recruitment services framework for supplying people and short-term staffing capacity across the colleges and associated authorised delivery locations in the UK. It may suit recruitment agencies with established education, professional services, operational or technical staffing capabilities.

The procurement reached tender: the buyer invited offers through an accelerated open procedure, with electronic submission allowed in English. It has since been cancelled. The tender deadline was 31 July 2026 at 23:59, the intended award period ended on 27 August 2026 at 23:59, and each lot had an initial contract period from 28 August 2026 to 31 July 2027, with an option to extend. Each of the six lots was valued at £2,500,000 excluding VAT and £3,000,000 including VAT. Evaluation allocated 20% to compliance, safer recruitment and safeguarding; 15% each to candidate quality, service delivery, specialist capability, and pricing; 10% to standing and governance; and 5% each to social value and any required presentation or compliance pack. The college decided not to proceed after reviewing its requirements and timing, but reserved the right to retender later.

The framework was intended for agencies able to recruit, vet and deploy temporary staff across further-education settings and multiple sites. Strong candidates would demonstrate safer recruitment, safeguarding and compliance controls, reliable candidate assessment and interview processes, and the ability to respond to routine and emergency staffing needs. Relevant specialist capability could include lecturers, tutors, assessors, instructors, SEND practitioners, learning support assistants, finance and HR-related staff, estates and facilities personnel, IT and cyber specialists, or interim managers and consultants. The evaluation also required evidence of financial resilience, governance, transparent pricing, service mobilisation, availability and value for money. Each lot was identified as suitable for SMEs and voluntary, community or social enterprises.
