Summary of the contracting process

The Financial Reporting Council Limited is procuring recruitment agency services for its UK-wide operations. The requirement covers permanent recruitment, fixed-term contract recruitment and occasional interim recruitment. Five service areas are included: actuarial; audit and accountancy; legal; forensic accountancy; and all other roles, including human resources, information technology and governance. The work is delivered across England, Scotland, Wales and Northern Ireland. The FRC regulates auditors, accountants and actuaries, sets UK corporate governance and stewardship codes, and monitors and enforces audit quality, so suppliers will support recruitment across a specialist public-interest organisation. The opportunity is classified as recruitment services and is structured as a proposed framework agreement covering the five role-based areas.

The procurement has reached tender: the FRC has invited offers through an open competitive flexible procedure with two stages, as described in the Invitation to Tender. Enquiries were due by 27 July 2026 at 12:00, and tenders by 12 August 2026 at 12:00. The evaluation decision is due by 5 October 2026 at 23:59. The framework is scheduled to run from 19 October 2026 to 18 October 2028, with an option to extend to 18 October 2030. Its estimated value is £700,000 excluding VAT, or £840,000 including VAT, across all five lots. Up to five suppliers may be appointed to each lot, with the FRC reserving the right to appoint a supplier to all five. Evaluation is based on candidate management, recruitment experience, employer proposition, recruitment processes, fees, account management and value-added initiatives.

This opportunity suits recruitment agencies with demonstrable capability in one or more of the five specialist areas, or with broad coverage across the full range of roles. Suppliers should be able to source and manage candidates for permanent, fixed-term and interim appointments, including technically demanding actuarial, audit, accountancy, legal and forensic accountancy positions. The all-jobs lot may suit agencies with established recruitment capability in human resources, information technology and governance. The evaluation places particular importance on recruitment experience, candidate handling, employer proposition, delivery processes and account management, alongside competitive fees. The framework is expressly suitable for small and medium-sized enterprises, and its multi-supplier structure allows specialist agencies to compete for relevant areas rather than requiring coverage of every role type.
