Summary of the contracting process

Bury Council is preparing to recommission its SEND Short Breaks Service, providing short-break support for children and young people with special educational needs and disabilities. The service may include holiday, day-care, welfare, guidance, community and accommodation-based provision, including specialist care, overnight stays, children’s homes and activity-based support. Delivery will cover Bury’s six townships: Bury, Prestwich, Radcliffe, Ramsbottom, Tottington and Whitefield. The council is considering provision from a wide range of organisations, including youth, play and activity providers, personal assistants, faith-based organisations, voluntary, community and social enterprises, micro-providers and locally based services. The procurement is for services under the light-touch regime and is intended to develop accessible short breaks with local reach, provider capacity and innovation in mind.

The process is at planning stage and is currently preliminary market engagement, before a formal competitive procurement. A follow-up engagement session is planned for 2 September 2026 at 10am, with questions issued to registered participants afterwards and responses expected by 18 September 2026. The council expects to publish the future tender notice on 1 November 2026. The planned contract period is 1 February 2027 to 31 January 2031, with potential extension to 31 January 2035. The estimated value is £13,322,176 excluding VAT, or £15,986,611 including VAT. The procurement is above threshold, expected to use a framework agreement, and is planned as one lot. The lot is suitable for SMEs and VCSE organisations.

This will suit experienced and accredited providers able to deliver SEND short breaks safely and reliably across Bury, whether through daytime activities, holiday provision, personal assistance, specialist care, overnight support or accommodation-based services. The council is particularly seeking insight from VCSE organisations, SMEs, micro-providers, faith-based groups, youth, play and activity providers, Ofsted-registered children’s homes and locally based services. Suppliers should be prepared to demonstrate relevant service capability, safeguarding and regulatory compliance, local reach, workforce capacity and the ability to support children and young people with differing needs. Providers can use the engagement stage to explain their capacity, appetite, innovative approaches, pricing considerations and practical barriers, helping them prepare for the later competitive procurement.

Preliminary Market Engagement (PME) Follow-Up Event Following the Preliminary Market Engagement (PME) event held on 31 July 2026, Bury Council (the Authority) is hosting an additional engagement session in response to feedback received from participants and the wider market. This follow-up session has been designed to improve accessibility and reduce barriers to engagement, particularly for voluntary, community and social enterprise (VCSE) organisations, small and medium-sized enterprises (SMEs), micro-providers, personal assistants, and locally based providers. No substantive changes have been made to the proposed service model, commissioning intentions, or procurement approach presented at the original event. The content remains materially the same, with adaptations focused solely on communication, presentation, and accessibility to ensure all organisations can participate meaningfully in the engagement process. While the session has been tailored to support participation from smaller and community-based providers, attendance is not restricted. The event is open to all organisations and individuals with an interest in the future delivery of SEND Short Breaks services in Bury, including those who attended the original session and those who were unable to attend. Bury Council is preparing to recommission its SEND Short Breaks Service and, in advance of any procurement activity, is seeking expressions of interest and market intelligence from suitably experienced and accredited providers through this preliminary market engagement process. The PME provides an opportunity to share the Council's emerging proposals, seek feedback from the market, and better understand provider capacity, appetite, local reach, innovation, and pricing considerations. We welcome participation from a diverse range of organisations, including existing providers, VCSE organisations, faith-based organisations, youth, play and activity providers, specialist care and overnight providers, Ofsted-registered children's homes, personal assistants, micro-providers, and locally based provision of all sizes across Bury's six townships: Bury, Prestwich, Radcliffe, Ramsbottom, Tottington and Whitefield. This notice is issued pursuant to Section 16 of the Procurement Act 2023 to invite the market to participate in a structured pre-market engagement process ahead of a formal competitive procurement. The purpose of the engagement is to inform the Council's procurement strategy, service model and lot structure ahead of publication of the tender notice.
