Summary of the contracting process

Anglian Water Services is seeking external regulatory assurance consultancy services for its regulatory and business-plan submissions. The requirement is divided into three areas: Technical Assurance, covering engineering design, option selection, deliverability, asset management, risk, change control, data quality and technical evidence; Cost & Efficiency Assurance, covering cost estimates, benchmarking, econometric analysis, cost drivers, uncertainty, expenditure allocation, inflation and supporting data packages; and Financial Assurance, covering PR29 financial tables, Ofwat models, feeder models, controls, data lineage, financeability, financial assumptions, ratios and scenario testing. The work supports consistency between evidence, submissions, business-plan narratives, Board papers, assumptions and expected outcomes. Anglian Water Services is the buying organisation. This opportunity suits established regulatory assurance, engineering, cost consultancy, audit, financial modelling and water-sector advisory firms, including specialists able to form multidisciplinary teams. Technical suppliers need to assess engineering design, options, milestones, asset-management evidence, technical risks, environmental and regulatory drivers, dependencies and the robustness of evidence. Cost and efficiency specialists need experience in estimating, unit rates, benchmarking, econometric techniques, inflation, optimism bias, expenditure allocation and reviewing Stata code and Excel packages. Financial specialists need strong Ofwat model, feeder-model, controls, reconciliation, data-lineage, financeability, scenario and sensitivity-testing capability. Across the lots, suppliers must produce clear, auditable evidence and explain assumptions, judgements, uncertainty and material movements. Firms should be able to respond to mini-competitions where relevant, mobilise suitable experts and provide fixed-cost quotations based on agreed framework rates.

Financial assumptions, including inflation, interest rates, dividend assumptions, gearing, PAYG, RCV run-off and other relevant financial parameters . Financeability assessments using both actual and notional capital structures . Calculation and presentation of relevant financial ratios . Economic and company-specific scenarios, including the treatment of the CPI/RPI wedge where relevant . Sensitivity testing and downside scenarios . Evidence supporting key assumptions and judgements . The adequacy of commentary explaining material movements, uncertainty, judgement and links to the wider plan
