Summary of the contracting process

Anglian Water Services is seeking external regulatory assurance consultancy services for its regulatory and business-plan submissions. Cost and efficiency specialists need experience in estimating, unit rates, benchmarking, econometric techniques, inflation, optimism bias, expenditure allocation and reviewing Stata code and Excel packages. Financial specialists need strong Ofwat model, feeder-model, controls, reconciliation, data-lineage, financeability, scenario and sensitivity-testing capability. Across the lots, suppliers must produce clear, auditable evidence and explain assumptions, judgements, uncertainty and material movements. Firms should be able to respond to mini-competitions where relevant, mobilise suitable experts and provide fixed-cost quotations based on agreed framework rates.
