The British Business Bank intends to procure an independent Microsoft 365 governance, operating model and AI readiness assessment. The work will review the Bank’s Microsoft 365 estate, including its configuration, governance, operating arrangements, platform maturity and readiness to adopt AI-enabled capabilities such as Microsoft Copilot safely. It will consider the people, processes, governance arrangements and technical capabilities supporting collaboration, document management, knowledge sharing and operational activity. The requirement is for systems and technical consultancy, including business analysis and systems consultancy services. Delivery is across the United Kingdom, for the Bank based in Sheffield. The review is intended to establish the current position and support development of a sustainable, secure and AI-ready Microsoft 365 environment.

This procurement is at the planning stage and is currently a pre-market engagement exercise, not an invitation to tender. The Bank expects to use a future procurement approach informed by market feedback and the Procurement Act 2023. It is seeking responses through a one-way questionnaire to test supplier capability, understand pricing models and shape the eventual scope and commercial model. The questionnaire engagement is scheduled to run to 31 July 2026, and the Bank anticipates a future contract from 1 October 2026 to 31 March 2027. The contract value has not yet been established because market pricing varies significantly; the published £0 figure is expressly a placeholder, not the anticipated value. The future procurement may be above threshold, but this remains to be determined.

The engagement will suit Microsoft 365 specialists, technology consultancies and business analysts able to provide an independent assessment of a complex organisational Microsoft 365 environment. Relevant suppliers should be able to examine platform configuration and maturity alongside governance, operating models, people, processes and technical capability. Experience of developing secure, sustainable arrangements for scaling Microsoft 365 and adopting AI-enabled tools, including Microsoft Copilot, will be important. The work is likely to favour firms that can combine strategic discovery, operating-model design, governance assessment and practical technical analysis, rather than suppliers focused only on software implementation. Businesses with experience advising large public or regulated organisations may be well placed to prepare for the future procurement and contribute useful evidence on delivery approaches and pricing models.

The British Business Bank is undertaking pre-market engagement to inform a potential future procurement for a Microsoft 365 governance, operating model and AI readiness assessment. The Bank has used Microsoft 365 as a strategic collaboration and productivity platform since 2014. The estate has grown significantly and now supports collaboration, document management, knowledge sharing and operational processes across the organisation. The purpose of this engagement is to test market capability and inform the scope, approach and commercial model for an independent discovery and assessment engagement covering Microsoft 365 governance, operating arrangements, platform maturity and readiness to safely scale and adopt AI-enabled capabilities, including Microsoft Copilot. A primary purpose of this engagement exercise is to better understand market capability and pricing. The estimated contract value will be determined following completion of the engagement exercise, hence the current PS0 value within this notice.
