Summary of the contracting process

NHS England is seeking a delivery partner for clinical skills and knowledge training for pharmacy technicians. The service will develop technicians’ clinical capability so they can deliver extended clinical services alongside NHS core services, including services such as Pharmacy First. The training is intended to bridge the gap between initial education and the clinical knowledge and practical skills required for new pharmacy service provision, with a focus on patient safety. This is an education and training services requirement to be delivered for NHS England. The procurement is suitable for both small and medium-sized enterprises and voluntary, community and social enterprises.

The process has reached tender: NHS England invited offers through a below-threshold open competition under the Light Touch Regime. Completed submissions were due by 12:00 midday on 11 August 2026, submitted electronically through the Atamis e-sourcing portal. The contract covers three two-year programmes and runs from 14 September 2026 to 13 September 2030. Its total value is £300,000 excluding VAT, or £360,000 including VAT; the stated training cost is £60,000 per cohort per year. NHS Standard Terms and Conditions for services apply. Offers are evaluated on technical quality at 60%, commercial considerations at 30% and social value at 10%.

This opportunity suits organisations that can design and deliver structured clinical training for pharmacy technicians, combining clinical knowledge with practical skills relevant to extended NHS pharmacy services. Suppliers should be able to develop technicians beyond their initial education and prepare them to work safely in service areas such as Pharmacy First. The scale requires a delivery partner capable of running three separate two-year programmes and supporting cohorts over a multi-year contract. Providers with experience in pharmacy education, workforce development, clinical skills training or NHS service requirements are likely to be well placed to compete. The stated suitability for SMEs and VCSEs indicates that the opportunity is accessible beyond large commercial training providers.

Pharmacy Technician Clinical Skills Development

Notice Description

This requirement is to identify a delivery partner to provide: a clinical skills and knowledge training course for pharmacy technicians to develop them to maximise their capability in the delivery of extended clinical services in addition to NHS core services. This is required for patient safety if we are to successfully implement the biggest reforms in pharmacy for decades. The total contract value for running three 2-year programmes is set at PS360,000 (inc. VAT). The training cost per cohort will be PS60,000 per annum. This is aligned to existing provision which meets system requirements (obtained through scoping survey). The training will support patient safety where pharmacy technicians are undertaking new service s such as Pharmacy First. There is a need, as highlighted through stakeholder engagement, to bridge the gap between initial education training to the level of clinical knowledge and skills required to meet service provision needs. The intention is to run an open process under the Light Touch Regime via. Contracts Finder. The % split used will be 60% technical, 10% social value, 30% commercial. NHS Standard Terms and Conditions for the provision of services will apply. The deadline for submission of completed ITQ submissions is 11th August 2026 at 12:00pm (midday). Late submissions will not be accepted therefore, please submit in good time prior to the deadline date and time.
