Summary of the contracting process

Thames Water Utilities Limited is procuring a two-lot framework for sewer rehabilitation, CCTV inspection and sewer cleaning across its operating area in London and South East England. The work covers gravity and rising mains, including structural lining, pipe replacement, patch repairs, leak-tight lining, pipe bursting and manhole sealing. Each lot is planned to run from 26 April 2027 to 25 April 2030, with extensions allowing a maximum end date of 25 April 2035. Lot 1 is valued at £89,574,389 excluding VAT and Lot 2 at £100,100,000 excluding VAT. Evaluation is 20% safety and environmental, 40% delivery and technical, and 40% commercial rates.

This opportunity suits sewer rehabilitation contractors, sewer inspection and cleaning specialists, civil engineering firms and businesses able to combine these capabilities. Suppliers should be able to deliver lining, replacement, repairs, pipe bursting, CCTV, cleaning, manhole sealing, civil works, reporting, waste disposal and street works across projects of differing scale and complexity. Railway-related work requires the relevant accreditations and insurance levels. Applicants need a minimum annual turnover of £6 million, must pass a financial stability assessment and have the required insurance at award. The framework is identified as suitable for SMEs. Strong bids will demonstrate safety and environmental management, technical delivery capability, and competitive labour, plant, materials and activity rates. Lot 1 uses NEC4 ECSC; Lot 2 uses NEC4 ECC Options B or D.

Thames Water Utilities Ltd wishes to establish a framework agreement for a range of sewer rehabilitation, CCTV and Cleaning works and services on gravity and rising mains across the entire Thames Water Region included but not limited to structural lining, pipe replacement, patch repairs, leak tight lining, pipe bursting and associated manhole sealing. The scope includes associated activities such as minor civil, inspection reports, waste disposal and street works etc. Some works will also involve elements of working on / in proximity of a Railway (assessable to only those with required accreditations and required insurance levels). The framework has been split into 2 lots of work to reflect the variations in scale and complexity of rehabilitation services for different waste water assets and operational situations. Applicants are invited to apply for the following lots: Lot 1: Sewer rehabilitation inc. CCTV and cleaning c.PS3m and/or complex Lot 2: Sewer rehabilitation inc. CCTV and cleaning above c.PS3m and/or complex Companies may apply for one or more lots. Preference may be given in evaluation to those companies who demonstrate that they are capable of supplying a greater part of the overall requirement. Renewal: Thames Water envisages that the contract will be awarded for an initial term of 3 years with options to extend by 1 year or longer, up to a maximum overall term of 8 years
