Summary of the contracting process

LDBS Frays Academy Trust is buying fixed electricity supplied with Renewable Energy Guarantees of Origin (REGO) and fixed natural gas (brown) for its sites across the United Kingdom. Ginger Energy is managing the procurement for the Trust. The requirement covers the supply arrangements set out in the Invitation to Tender, including pricing for existing sites and the potential addition of further sites during the contract. It is divided into two areas: REGO electricity and natural gas. This is a utilities supply opportunity rather than an installation, construction or energy-efficiency project. Suppliers will need to provide the relevant products and supporting service and operational arrangements for the Trust’s electricity and gas requirements.

The buyer has reached the tender stage and invited offers through an open procedure. Questions must be submitted by 10 August 2026 at 4:00pm, and tenders by 17 August 2026 at 4:00pm, electronically through myTenders. The intended award decision date is 11 September 2026. The electricity lot is valued at £588,000 excluding VAT (£705,600 including VAT); the gas lot at £130,587.26 excluding VAT (£156,704.71 including VAT). Electricity is planned from 1 October 2026 to 30 September 2029, and gas for the same initial period, with extensions allowing a maximum four-year duration. Each lot scores price at 40%, service and operations at 30%, and product and operational processes at 30%.

This opportunity suits licensed UK energy suppliers able to deliver fixed-price electricity and natural gas contracts. Tenderers must be registered with Ofgem and hold a valid GB Supply Licence. Strong bids will need clear, auditable pricing, including unit rates, standing charges and other applicable fees, with an approach for pricing additional sites. Suppliers must also demonstrate reliable, responsive service operations and product processes that are efficient, scalable and capable of supporting the contract throughout its term. Evidence of compliance with applicable regulation, operational controls and value-for-money delivery will be important. The buyer indicates that the opportunity is suitable for small and medium-sized enterprises and voluntary, community and social enterprises, where they meet the licensing and technical requirements.
