Summary of the contracting process

Dudley Metropolitan Borough Council has procured the hire of plant and equipment for its Council operations, mainly highways maintenance, street scene and green care services. The requirement covers plant and ancillary equipment such as rollers, trailers, compaction equipment, saws, generators, horticultural equipment, excavators, compressors and welfare units. This is an equipment-hire requirement only; suppliers are not required to provide operatives unless stated elsewhere in the procurement documents. The service is centred on the Council’s Lister Road Depot in Dudley, with the supplier’s trade counter required to be within a 12-kilometre radius. The trade counter must operate at least from 08:00 to 17:00, Monday to Friday. The procurement is classified as goods, covering construction machinery and equipment, civil engineering machinery and horticultural equipment.

The procurement is complete and has been awarded through an above-threshold open procedure. One lot was evaluated on price, weighted at 60%, and quality including social value, weighted at 40%. Four bids were received and three reached the final stage. A1 Rentals Limited was selected on 9 September 2026 for an awarded value of £38,372 excluding VAT, or £46,046.40 including VAT. The standstill period ends on 21 September 2026, with contract signature scheduled for 25 September 2026. The contract period runs from 1 October 2026 to 30 September 2029, with options for two further 12-month extensions, giving a maximum end date of 30 September 2031. Payment terms are 30 days. The estimated procurement value was £1.2 million excluding VAT, or £1.44 million including VAT.

This award shows that Dudley Metropolitan Borough Council uses a local, responsive plant-hire supplier to support highways, street scene and green care work without routinely hiring operators alongside equipment. A credible future competitor would need a broad and dependable fleet covering construction, civil engineering and horticultural requirements, including excavation, compaction, cutting, power generation, trailers and welfare provision. Local availability is central: suppliers need a trade counter close enough to the Lister Road Depot to support Council operations and with weekday daytime opening. The evaluation also shows that competitive pricing is the largest single factor, while quality and social value together carry substantial weight. A small or medium-sized plant-hire business can be relevant, provided it can demonstrate reliable equipment supply, operational responsiveness, suitable local facilities and the capacity to manage varied Council requirements.
