Summary of the contracting process

Renfrewshire Council is procuring window and door replacement works in Renfrewshire under two separate contracts. Lot 1 covers reactive replacement for Building Services: the contractor will measure, supply and fit windows and doors when ordered as required. Lot 2 covers a planned housing investment programme to replace windows at approximately 2,550 council homes and doors at 564 council homes. The work is classified as installation of doors and windows and is intended for council housing and building services. Suppliers may bid for either or both lots, and the Council may award one contract or both. Both are measured-term arrangements, with work instructed as required rather than delivered as a guaranteed programme.

The procurement has reached tender: Renfrewshire Council invited offers through an open procedure. Bids were due by 27 August 2026 at 12:00, with tenders opened at that time; bids must remain valid until 22 January 2027. Each lot has a 1,080-day contract period, with the Council able to extend the contract on two separate occasions for up to 12 months each. The initial period is expected to end on 18 January 2030. The most economically advantageous tender will be selected for each lot. Price carries 45% in both lots. Quality covers works delivery, delivering value, zero defects, community benefits, community-benefit methodology and Fair Work First; turnaround times are pass/fail for Lot 1 and information-only for Lot 2. Variants are not allowed and submissions must be in English.

This opportunity suits experienced window and door replacement contractors able to manage both responsive orders and planned housing programmes. Lot 1 requires the capacity to respond to instructions, measure openings accurately, source suitable products and complete fitting within the specification’s required timescales. Lot 2 suits firms with sufficient operational capacity to coordinate a large-scale programme across council properties, covering both window and door replacement. Bidders should be able to demonstrate reliable delivery, value for money, high-quality installation and zero-defect performance. The contracts also require credible approaches to community benefits and Fair Work First, including the specified community-benefit outcomes and delivery methodology. Suppliers should be prepared to operate as measured-term contractors without guaranteed continuity or volume of work.
