Summary of the contracting process

Bolton Metropolitan Borough Council is in the planning stage of a procurement process under the title "Section 19". This procurement seeks to provide statutory educational services for children and young people unable to attend mainstream schools, within the Bolton region. The procurement, categorised under education and training services, is set to be directly awarded to Bolton Impact Trust due to the specific needs and lack of competition. The contract is valued at £6,000,000 and spans from 1st September 2026 to 31st August 2027. A future notice is expected by 31st July 2026, providing prospective updates. The process follows a legal basis under the UKPGA 2023/54, and plans are in place despite being in early stages.

This procurement represents a significant opportunity for growth in the educational services sector, though the direct award indicates limited competition at present. Businesses in education, particularly those experienced in specialised service provision for diverse educational needs, may find indirect opportunities for collaboration or subcontracting with Bolton Impact Trust. Understanding the regulatory framework and regional educational priorities would benefit companies looking to position themselves for future opportunities of similar scale and scope. Additionally, businesses capable of enhancing educational infrastructure or providing ancillary services may find strategic inroads as the plan progresses.

Notice Title

Section 19

Notice Description

Section 19 of the Education act 1996 is the statutory duty to provide suitable education for all children and young people of compulsory school age who cannot access mainstream school places. This includes, permanently excluded pupils, and pupils who, because of illness or other reasons, cannot attend mainstream. Provision will deliver this with regulated provision with Ofsted within Bolton . The Authority intends to Direct Award this provision for one year to Bolton Impact Trust. The service has an absence of competition for technical reasons including size of premises to support placements, and the provider expectation to deliver service for the whole of Bolton. Only this supplier can supply the services required due to size and amount of the contract requirements and there are no reasonable alternatives to provide these services.
