Summary of the contracting process

Cyson Cymru, acting on behalf of Newport City Council, is procuring the turnkey design, construction, installation, commissioning and maintenance of a solar photovoltaic farm and DC-coupled battery energy storage system. The installation will be at the Newport City Council recycling centre depot at Docks Way Landfill Site, Newport. The requirement covers a fully compliant, operational system with a 400V grid connection, up to 1.1MWp of gross photovoltaic capacity and a 2MWh DC battery energy storage system. The works include the supply of the solar panels, battery system, associated electrical equipment and all installation activities needed to deliver the completed facility. This is a construction and renewable-energy infrastructure opportunity, with solar generation and battery storage forming one integrated installation.

The process has reached tender: Cyson Cymru invited offers through a below-threshold open competition. Bidders could submit enquiries until 10 August 2026 at 17:00, and offers were due by 17 August 2026 at 12:00. Electronic submission was allowed through eTenderWales. The procurement has one lot, with an estimated value of £2,700,000 excluding VAT and £3,240,000 including VAT. The contract period is 28 August 2026 to 2 April 2029. Evaluation is weighted 60% to quality and 40% to price. Conditions of participation are set out in the Invitation to Tender and eTenderWales. The buyer anticipated contract award in 2026, with design and construction undertaken during 2026/27.

This opportunity suits an engineering, procurement and construction contractor able to take full responsibility for a utility-scale solar and battery installation, from design through supply, construction, commissioning and maintenance. Relevant suppliers will need practical capability in photovoltaic generation, DC-coupled battery energy storage, electrical systems and grid connections, including delivery of a 400V connection. The requirement calls for a fully compliant and working installation, so bidders should be prepared to demonstrate robust technical design, construction management, commissioning and ongoing maintenance arrangements. It is suited to businesses with the capacity to coordinate renewable-energy equipment, civil and electrical works at an operational recycling-centre depot, and to manage delivery of an integrated system with significant generation and storage capacity. Quality is the largest evaluation component, making the proposed technical and delivery approach particularly important.
