Summary of the contracting process

Ripon City Council is procuring conservation and redecoration works to the principal front façade of the Grade II* listed Ripon Town Hall, at Market Place South, Ripon. The requirement covers the full-height façade and includes pre-construction surveys and information for consent applications; access scaffolding, hoarding and protection; trials of conservation-led coating removal and cleaning; removal of defective coatings; lime-based render, stucco, mortar and other fabric repairs; a breathable mineral coating system; redecoration of the first-floor balcony railings; cleaning and localised conservation of the painted decorative frieze; and completion records, photographs and maintenance information. The contractor must provide methods, materials, product information, drawings and related information to support the Council’s planning and listed building consent applications. The Council will manage those applications. A lower-level alternative scope is also requested, from pavement level to below the first-floor string course.

The process has reached tender: the Council invited offers through a single-stage, below-threshold open competition. Clarification questions and site-visit requests had to reach the Council by 12:00 noon on 31 July 2026, and quotations had to be emailed by 12:00 noon on 7 August 2026. The contract is scheduled to run from 17 August 2026 to 31 May 2027. It is one lot, with an estimated gross value of £58,000 including applicable taxes. Evaluation is based on price (70%), conservation approach (20%) and programme (10%). The contractor must confirm employers’ liability insurance of £10 million and public liability insurance of £5 million before commencement. Physical works require the relevant consents and written instruction to proceed. The lower-level façade option is an alternative scope, not a separate lot.

The successful supplier must show appropriate conservation experience and provide details and references for two comparable projects completed within the previous five years. It must have access to appropriately skilled conservation personnel, including expertise in compatible lime-based materials, breathable mineral coatings, sensitive cleaning, paint and coating removal, and historic decorative finishes. The contractor must be capable of acting as Principal Contractor under the Construction (Design and Management) Regulations 2015, and of planning safe access, protection, surveys and delivery around a listed public building. The work also suits a business able to develop conservation methods, materials information, drawings, records and a realistic construction programme, and to coordinate with the Council’s consent process. Ripon City Council is seeking an experienced conservation contractor to undertake interim, non-abortive conservation repairs and breathable redecoration to the principal front facade of the Grade decoration II* listed Ripon Town Hall, Market Place South, Ripon HG4 1DD. The base quotation is for work to the full height of the principal facade. The required work includes: pre-construction surveys and information needed to support the Council's planning and listed building consent applications; suitable full-height access scaffolding, hoarding, protection and associated permits; representative trials of conservation-led coating-removal and cleaning methods; removal of defective paint and other unsuitable coatings to the agreed extent; compatible lime-based render, stucco, mortar and other localised fabric repairs; application of a suitable breathable mineral coating system; preparation and redecoration of the three first-floor balcony railings; sensitive cleaning and any necessary localised conservation of the painted decorative frieze; and completion records, photographs and maintenance information. A separately priced alternative is required for limiting the work to the lower level of the facade, from pavement level to the underside of the first-floor string course. This is an alternative scope and not a separate lot or additional contract. Ripon City Council will prepare, submit and pay for the necessary planning and listed building consent applications. The appointed contractor must provide the proposed methods, materials, product information, drawings and other information reasonably required to support those applications. Physical work may commence only after the necessary consents have been obtained and the Council has issued a written instruction to proceed.
