Summary of the contracting process

South Holland District Council and Boston Borough Council are planning a Tree Works Framework for arboricultural services across England. The framework is intended to create a pool of competent contractors able to undertake tree cutting, tree maintenance and tree pruning. Its purpose is to support safe, lawful and industry-compliant management of tree works, with timely responses to planned, cyclical and reactive requirements. The procurement is at the planning stage and the councils have not issued an invitation to tender. They are carrying out preliminary market engagement to obtain suppliers’ knowledge and experience on how the framework can best achieve its objectives. Prospective suppliers are expected to register on the PSPS electronic tendering portal to access the engagement documents, instructions and clarification process. The engagement return is scheduled for 19 August 2026. The councils expect to use a framework agreement, with one planned lot. The indicative framework period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2031. The estimated value is £400,000 excluding VAT, or £480,000 including VAT, and is above the relevant threshold.

This planning exercise will suit established arboricultural contractors with practical experience of tree cutting, maintenance, pruning and related tree works. Suppliers should be able to demonstrate competent delivery across planned, cyclical and reactive requirements, including the capacity to respond promptly when urgent work is needed. The buyer is looking for knowledge and experience that can shape a framework providing safe, lawful and industry-compliant services. Strong understanding of tree safety, biodiversity and duty of care will be relevant to the eventual market requirement. Businesses able to operate across England, either directly or through a suitable delivery network, may be well placed to prepare. The process is currently for market engagement, so suppliers should use it to understand and influence the future framework rather than treat it as an invitation to bid now.
