Summary of the contracting process

Senedd Cymru / Welsh Parliament is procuring a training framework to help Members of the Senedd and their office managers or administrators run constituency and parliamentary offices effectively. The training covers office administration and management, constituent liaison, casework management, leadership and communication, constituency outreach and engagement, and office health and safety through e-learning. It is a services contract delivered across Wales, with training available in Welsh and English. The framework is divided into five service areas: Office Management; Casework Management; Leadership and Communication; Constituency Outreach and Engagement; and Office Health and Safety e-learning. The requirement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached the tender stage: the buyer invited offers through a selective competitive flexible procedure. Expressions of interest were due by 28 September 2026 at 10:00, and enquiries were accepted until 21 September 2026 at 10:00. The anticipated award date is 23 December 2026. Any resulting contracts are planned to run from 1 January 2027 to 31 December 2030. The estimated value is £220,000 excluding VAT, or £264,000 including VAT. Lot values are £60,000 excluding VAT for Office Management, £40,000 for Casework Management, £60,000 for Leadership and Communication, £40,000 for Constituency Outreach and Engagement, and £20,000 for Health and Safety e-learning. Price carries 40% and quality 60%.

This opportunity suits established training providers able to design and deliver practical learning for elected representatives, office managers and administrative staff. Bidders should be able to provide method statements demonstrating effective delivery, operate across Wales, and deliver training bilingually in English and Welsh. Relevant knowledge of the Senedd or Welsh Parliament, together with experience in political, public-sector or comparable environments, will strengthen a bid. Providers may be specialists in office management, casework, leadership and communication, community engagement, or workplace health and safety e-learning, depending on the service area pursued. The arrangement also suits organisations able to offer flexible day, half-day and hourly delivery rates, meet technical and economic selection requirements, and work within the data governance and other non-functional requirements set out in the tender documents.
