Senedd Cymru / Welsh Parliament is procuring a training framework to help Members of the Senedd and their office managers or administrators run constituency and parliamentary offices effectively. The training covers office administration and management, constituent liaison, casework management, leadership and communication, constituency outreach and engagement, and office health and safety through e-learning. It is a services contract delivered across Wales, with training available in Welsh and English. The framework is divided into five service areas: Office Management; Casework Management; Leadership and Communication; Constituency Outreach and Engagement; and Office Health and Safety e-learning. The requirement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached the tender stage: the buyer invited offers through a selective competitive flexible procedure. Providers may be specialists in office management, casework, leadership and communication, community engagement, or workplace health and safety e-learning, depending on the service area pursued. The arrangement also suits organisations able to offer flexible day, half-day and hourly delivery rates, meet technical and economic selection requirements, and work within the data governance and other non-functional requirements set out in the tender documents.

The Welsh Parliament, Senedd Cymru, is undertaking preliminary market engagement to inform the potential future procurement of a Managing an Office Training Framework for Members of the Senedd and their staff. This questionnaire seeks market insight on the likely scope, possible lot structure, delivery approach, commercial model and potential barriers to participation. The information gathered through this engagement will support the Welsh Parliament in shaping any subsequent procurement strategy. Participation is voluntary, and responses will be used for research and planning purposes only. Completion of the questionnaire does not form part of any formal procurement process, nor does it create any obligation or advantage in any future tender. Suppliers with relevant experience in delivering related training services are encouraged to take part.
