Summary of the contracting process

The Independent Commission for Reconciliation and Information Recovery, based in Belfast, has successfully completed the procurement process for a Legal Case Management System (CMS). This procurement falls under the IT services category and involves a direct procurement method, employing a "below threshold - without competition" approach. The contract has been awarded to LawVu, a large-scale supplier located in London, and stipulates the provision of a cloud-based system that enhances legal case management functionalities, including AI-enabled capabilities for email handling. The contract period begins on 10th August 2026 and concludes on 10th August 2029. The total gross value of the contract is £130,985.50, with core services valued at £109,154.58. The legal basis for this procurement aligns with UK legislation [2023/54], and the relevant milestones and deadlines have been clearly outlined, with the next key date set for the contract signature by 3rd August 2026.

This tender offers significant opportunities for businesses specialising in IT services, particularly those with capabilities in cloud solutions and legal technology innovations. Businesses with experience in large-scale IT service delivery and secure, cloud-based systems are particularly well-suited to compete and benefit from similar opportunities. The demand for secure and efficient case management systems is likely to grow, as public authorities seek to enhance their digital infrastructure. By delivering tailored and scalable solutions, companies can not only meet the immediate procurement needs but also position themselves as key players in the evolving market for government IT solutions.

Notice Title

Legal Case Management System

Notice Description

The Independent Commission for Reconciliation and Information Recovery seeks a cloud-based Legal Case Management System (CMS) that supports the creation and storage of template pleadings, and enables production and secure storage of Outlook emails directly within the system. The solution must operate entirely in the cloud with no hardware-based components. Strict delegated access controls are required, permitting system access solely to the CMS supplier as mandated by our service provider, this requirement is absolute and non negotiable. The system must also generate unique matter numbers for each case and incorporate an AI enabled capability to automatically identify and link historic (legacy) emails to the correct matter number.
