Preliminary Market Engagement for Community Equipment Repair and Maintenance Services: Exploration of Future Service Delivery Options

Swindon Borough Council is the local authority for the Borough of Swindon in Wiltshire, responsible for delivering a wide range of public services including education, social care, housing, waste management, planning, highways and environmental services. Established as a unitary authority in 1997, the Council serves a population of over 200,000 residents and operates as a significant public-sector organisation and commissioner of services. Its strategic direction is guided by the Swindon Plan, which focuses on building a fairer, better and greener Swindon, with priorities centred on reducing inequality, supporting economic growth, improving outcomes for residents and addressing climate challenges. Preliminary Market Engagement Swindon Borough Council invites suppliers to participate in a Preliminary Market Engagement (PME) exercise relating to the future delivery of Community Equipment Repair and Maintenance Services. The Council is seeking feedback from organisations with relevant experience to better understand current market capability, service delivery models, innovation, operational considerations and potential commercial approaches. Supplier feedback will help shape the future service specification and procurement strategy, ensuring the Council develops a model that delivers safe, effective and value-for-money repair and maintenance services for community equipment that supports residents to remain independent in their own homes. The anticipated contract value is approximately PS750,000, with a proposed contract duration of three (3) years, with the option to extend for up to three (3) additional one-year periods at the Council's discretion. Suppliers are encouraged to provide evidence-based responses wherever possible and clearly state any assumptions made. Following submission, the Council may review responses, identify common themes and invite selected suppliers to participate in optional follow-up clarification discussions. Participation in this exercise is voluntary and does not form part of any procurement process.
