Summary of the contracting process

Team Leidos, working with the Ministry of Defence, is considering the future supply of patient insulating mats for use across the United Kingdom. The requirement is classified as goods and falls within medical consumables. Leidos Supply, Limited is the buyer, with TVS Supply Chain Solutions Limited conducting various parts of the evaluation. The wider service context involves procurement, inventory management, storage and distribution of commodity items for the Ministry of Defence, although this process specifically concerns the supply of patient insulating mats. The buyer is seeking information from companies, suppliers and manufacturers about approaches that could fulfil the requirement, including current market capability, innovation and useful intelligence to inform its future procurement strategy.

This process is at the planning and preliminary market engagement stage; it is not an invitation to tender. The buyer expects to publish a future notice on 7 January 2027. Market engagement is scheduled to remain open until 19 August 2026, with responses requested as soon as possible to inform the next steps. The proposed arrangement is a framework, with the procurement description estimating its value between £148,800 and £372,000. The recorded estimated value is £186,000 excluding VAT, or £223,000 including VAT. One lot is planned, with an indicative contract period from 10 January 2028 to 9 January 2032. The lot is identified as suitable for small and medium-sized enterprises.

This will suit manufacturers, specialist distributors and other suppliers able to provide patient insulating mats as medical consumables for Ministry of Defence requirements. Businesses with relevant product, manufacturing, supply-chain or distribution capability should consider engaging early, particularly those able to describe practical approaches for fulfilling the requirement and identify current market innovation. The buyer is using market engagement to understand the range of available approaches, gather supplier and manufacturer views, and inform its future procurement strategy. Small and medium-sized enterprises are expressly identified as suitable for the planned lot. Suppliers should therefore prepare a clear account of their relevant products, production or sourcing capability, quality arrangements, delivery model and experience supporting reliable supply of comparable medical consumables.
