Summary of the contracting process

Team Leidos, working with the Ministry of Defence, is considering the future supply of patient warming blankets and heating elements. The requirement covers medical consumables, with blankets identified as the principal product. The appointed supplier would provide goods for delivery across the United Kingdom. The procurement forms part of Team Leidos’ wider commodity procurement and inventory management services for the Defence department, which also include storage and distribution arrangements. The buyer is Leidos Supply, Limited, with TVS Supply Chain Solutions Limited conducting various parts of the evaluation. This is a goods requirement intended to understand how the market could meet the patient warming product range and support future service delivery.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. Team Leidos expects to use market responses to inform its future procurement strategy and understand available approaches, innovation and market intelligence. The engagement is scheduled to remain open until 19 August 2026, and a subsequent notice is indicated for 7 January 2027. The planned single lot has an indicative contract period from 10 January 2028 to 9 January 2032. The framework value is described as estimated between £304,000 and £760,000; a separate estimate records £380,000 excluding VAT and £456,000 including VAT. The lot is identified as suitable for SMEs.

This market engagement is intended for companies, suppliers and manufacturers able to provide patient warming blankets and heating elements for defence-related supply requirements. It will suit businesses with relevant product ranges, manufacturing capability, distribution arrangements or experience supplying medical consumables. The buyer is seeking information on approaches that could fulfil the requirement, including current market capability, innovation and useful intelligence to shape the eventual strategy. Suppliers can therefore prepare by reviewing their ability to provide the specified products across the United Kingdom and by gathering clear information about their range, supply model and possible approaches. The planned lot is marked as suitable for small and medium-sized enterprises, so smaller specialist suppliers may be well placed to contribute when the requirement reaches the market.
