Summary of the contracting process

Rotherham Borough Council, working with the Fitzwilliam Wentworth Estate, intends to appoint a strategic development partner for Bassingthorpe Farm in Rotherham. The project is a residential-led mixed-use development of up to approximately 2,000 homes, with associated infrastructure, highways, utilities, drainage, public open space, community uses and placemaking works. The partner would support planning, site servicing, phased delivery and facilitation of development, including possible onward disposal of parcels to housebuilders or other delivery arrangements. The scope also includes coordinating or delivering enabling and strategic infrastructure, working with the landowners to improve viability and deliverability, and supporting long-term stewardship. The procurement is primarily development and construction work, with real estate, architectural, engineering and inspection services involved.

This procurement is at the planning stage and is not an invitation to tender. The Council expects to use a competitive flexible procedure, with the formal opportunity anticipated in 2027 and a further notice expected by 31 January 2027. A preliminary market engagement event is planned for 13 October 2026, followed by a request for information through YORtender on 14 October; RFI responses are due by 28 October 2026. The event will be held in person at ARC Cinema, Rotherham, from 10:00 to 12:30. One planned lot covers a contract period expected to run from 1 November 2027 to 31 March 2047. The site is expected to be developed in phases, with the commercial structure potentially involving development, land disposal and related agreements.

This will suit established strategic developers, master developers, housebuilders, major contractors and development consortia able to take a long-term, whole-site role rather than deliver a single construction package. Relevant capability is likely to include securing and managing comprehensive planning strategies, viability and land-use work, infrastructure coordination, highways, utilities, drainage, public realm and community facilities. Suppliers should be prepared to manage phased delivery, possible parcel disposals to other housebuilders, complex landowner relationships and long-term stewardship. The buyer is seeking a partner able to collaborate, optimise value and deliverability, and assume substantial development, delivery, market and implementation risk. Notice Description

The Council and the Fitzwilliam Wentworth Estate are seeking to identify and appoint a strategic development partner in connection with the planning, servicing, delivery and/or facilitation of the phased development of land at Bassingthorpe Farm, Rotherham. The site has been allocated for development with a Supplementary Planning Document (SPD) guiding the process. In line with the allocation and SPD it is anticipated that the site will be brought forward for a residential-led mixed-use development including up to approximately 2,000 homes together with associated infrastructure, highways, utilities, drainage, public open space, community uses and related placemaking works. The procurement is intended to identify a strategic development partner capable of: - working collaboratively with the landowners to optimise viability, deliverability and value; - promoting and securing a comprehensive and deliverable planning strategy; - coordinating and/or delivering enabling and strategic infrastructure; - facilitating phased development delivery, including potential onward parcel disposals to housebuilders or other delivery structures; and - supporting long-term stewardship and delivery objectives. The precise commercial and contractual structure through which the development will ultimately be delivered has not yet been determined and may include elements of development agreement, land disposal, phased land drawdown and related agreements. The selected strategic development partner is expected to assume substantial development, delivery, market and implementation risk associated with the project.

Planning Information

A Preliminary Market Engagement event will take place between 10:00am to 12:30pm on Tuesday, 13th October 2026 at the ARC cinema, Rotherham. The address of the venue is: ARC Cinema, Forge Island, Bridge St, Rotherham S60 1QJ. The event is in-person attendance only and will not be recorded. The purpose of the event is to present the residential development opportunity at Bassingthorpe Farm in Rotherham which is due to go to tender via the competitive flexible procedure in 2027. The site covers circa 187ha and is capable of delivering up to 2,000 homes. The event will consist of presentations by landowners and other speakers covering the background of the strategic allocation and planning policy considerations. It will also provide a high-level overview of the funding, procurement and commercial arrangements connected with the opportunity. As part of the event, a networking session will be held after the presentations. Refreshments will be provided. The developers wishing to attend the event need to reserve their space by confirming their attendance through registration. Please register for the event by emailing to Laura.Dryden@rotherham.gov.uk . Please provide the following information in your registration email: delegate(s) name(s), job title(s), organisation and type of organisation, contacts details. Please indicate what your organisation's interest would be in the project: e.g. master/lead developer, housebuilder, contractor/sub-contractor, consultant. To ensure all organisations can join us within our venue limits, attendance is capped at three guests per organisation. Information shared by the landowners and speakers during the event will be shared in summary form as part of the tender pack released when the opportunity is procured in 2027. The PME event will be followed by a Request for Information (RFI) circulated via Rotherham's procurement e-tendering portal YORtender (https://yortender.eu-supply.com/) on 14th October 2026. The aim of the RFI is to seek potential developers' views on elements of the scheme and potential commercial arrangements prior to launching the formal procurement process. The RFI will contain instructions about raising clarifications questions and submitting the RFI responses, which are required to be submitted by 28th October 2026.
